UNICEF Georgia requests proposals to select a company for the provision of a 3D interactive learning software for 6,000 students in 40 schools in the Abkhazia, Georgia
Submit your proposal with unit price(s) in USD together with vendor registration form, as instructed, on or before closing time.
(a) Note that failure to submit proposal in USD, or in accordance with the requested terms, will result in automatic invalidation of your application.
- In addition, please note that:
(a) UNICEF and its implementing partners are VAT exempt. Kindly ensure that all price(s) quoted in USD are excluding VAT;
(b) For transparency of the process we require that the proposals are received in the sealed form (sealed envelopes);
(c) It is important that you read all of the provisions, to ensure that you understand UNICEF’s requirements and can submit an offer in compliance with them. This includes submission of ALL documents requested. Note that your proposals should be submitted in English using the enclosed format. Proposals received in any other manner or after the indicated above deadline will be INVALIDATED.
(d) Evaluation criteria will be based on reliability of the organization, suggested methodology and approach, best price and proposal terms. The ratio between the technical and price criteria is 70:30.
(e) In case of pre-payment request, bank guarantee letter should be submitted

While the price proposals remain sealed until the technical evaluation is completed, the technical envelopes will be opened immediately after the closing time and forwarded to the unit designated to manage the selection process. One representative from each bidding company may attend the opening process.
The sealed envelopes should be labeled as follows: (1) P-GEO-2017-001- Technical Proposal and (2) P-GEO-2017-001- Price Proposal.
Technical Proposal should include:
Proposal including detailed specification of software, link to presentation materials (Video, Presentation, Demo version), Proof of experience of developing similar software, timeline, list of partners, Information regarding organization’s bank account issued by Bank (stamped);
Price Proposal should include: Cover letter; proposed budget and timeline with indication of proposed fees; (in USD).

TERMS OF REFERENCE
Provision of a 3D interactive learning software for 6,000 students in 40 schools in the Abkhazia region
Background
Throughout 2015 and 2016 UNICEF has been working in close cooperation with the Ministry of Education of the Abkhazia region (Georgia) in order to improve students’ learning achievements. UNICEF and the MoE carried out an assessment of general education in Abkhazia and identified key areas that need attention for improvement, as well as key measures to be taken. As a result, trainings for teachers on Student Centered Instruction (SCI) methodologies were organized throughout all districts of Abkhazia and more than 600 teachers from 120 schools participated. In addition, UNICEF is providing schools with small equipment and basic visual materials and supplies in order to help teachers to fully introduce the SCI methodology in their classroom.
In addition to the provision of paper-based visual materials, UNICEF agreed with the MoE to identify 40 schools in three districts of Abkhazia (ca. 6,000 students) in which, as a pilot project, a computer based software with 3D visual materials will be introduced. The introduction of such a software will allow students and teachers to improve the classroom experience. The provision of such a software will also allow to lower the costs of equipping schools with visual materials in the long term, as the lifespan of traditional paper based visual materials is limited when used on daily bases. The software will furthermore allow for the constant update of the materials and content.
Provision of a 3D interactive learning software for 6,000 students in 40 schools in Abkhazia
The 3D software would need to comply with the following specifications:
· The software should provide 3D visual models covering the following subjects: Human Biology, Plant Biology, Animal Biology, Paleontology; Earth and Space Science, Geology, Physical Science, Physics, Chemistry, Geometry and Culture.
· The software should be intuitively understandable and easily adjustable to the needs of the classroom, the students and the teachers. The software should allow teachers and students to create and use parts of the 3D models for their presentations and lesson plans.
· The software should not require any additional equipment (special computers or installations), and should easily run on medium-power laptops. The software should run on various platforms and gadgets mandatory platform are latest versions of windows (Windows 7, 8, 10), preferable iOS, Android tablets and smartphones.
· The software should be available in Russian language. If the software has no Russian language version, interested providers should indicate separately the costs of the software and the additional costs for its translation into Russian by the provider. In case the provider cannot do the translation into Russian, the provider should indicate the discount it would offer if UNICEF covers the translation of the software.
· The offer should include separate cost indications for the development/translation of the software in additional languages, especially Georgian, Abkhaz, Azeri, Armenian.
· Priority will be given to a software that is developed, released and tested. Please provide the name of institutions using the software and the approximately number of licenses already in use by customers.
The Offer: License conditions, installing of the software and introductory training
The offer should indicate the costs for a full perpetual license for 40 schools/6,000 student that provides access to all elements and features of the software.
The initial offer should have technical support for 5 years including all regular updates.
The software should be introduced and installed in the identified schools during summer 2017 and ready for use by early September 2017.
Interested providers should also be able to offer an introductory training for a group of teachers and, if not included in the package, indicate the additional costs for such a training.
The software should work in offline mode after installation.
A package of instructions and manuals should be provided for administrators and for end users including clear steps of installation and administration of the software and guidelines for users.
Payment Terms
The payment will be made after the successful installation of the software and the finalization of the introductory training.
