Terms of Reference: Psycho-Social Support skills for child care-providers

1.Program Context

In 2011-2015 World Vision in partnership with UNICEF and funding from SIDA implemented a project on “Community Support to Children and Youth in Abkhazia” aiming at improving the access of children and women to basic social services through 48 Social Community Centres (SCCs) in rural communities throughout Abkhazia and three Child Development Centres (CDCs) for children with disabilities, as well as building the capacities of providers of social services for children and women. The following community based services have been established through mobilizing the available local resources: pre-school sections, youth clubs, Primary Health Care centers (with focus on Mother and Child Health care promotion), school canteens, community social fund, regular joint events between different communities, etc. Whereas Health and Education community based social services have been improving over time and receive attention from a variety of donors, child protection has remained a largely underdeveloped area in Abkhazia.

The current project (2015-2017) is a continuation of the 2011-2015 year project and aims at addressing child protection in Abkhazia in a more systematic and sustainable way. The project has the overall objective to further develop the existing but weak, as well as new services of relevant urban and district level local authorities, and to start step by step combining community-based and institutional level services into an increasingly integrated system of social services for vulnerable children and families in Abkhazia.

Psychosocial support is intrinsically linked to child protection programming. Protection of children from violence is a foundation of psycho-social wellbeing whereas the psychosocial wellbeing is an essential element of any protection response. Within the project, WV promotes a community based approach to psychosocial support.

2.Objective of the Consultancy

Considering the large role school and educational settings play in the social life of children and youth, these are often highlighted and marked for targeted psychosocial interventions which aim to build positive social environment and mediate the negative impact of stressful social and material conditions in post conflict settings. Adopting a psychosocial approach can help to build children’s resilience and support positive mental health and wellbeing, and preparing schools, teachers and parents to support such initiatives is a key in successful outcomes.

Therefore, the main purpose of this consultancy would be to enable child care providers to identify a child in a distress situation and to provide a tailored psycho-social support when professionally interacting with the child (teacher – child relationships; PHCC nurse – child relationships), and/or through fostering child’s social connections and interactions including through using existing community networks of children, and/or through efforts aiming at improving of child-parents’ relationships (basic skills on child-parent counselling).

3.Key Outputs and Methodology

The key expected outputs of this consultancy are to:

For Teachers:

  • To develop a two day training program for the target groups of teachers (30) on basic Psycho-social skills (PSS) on how to identify a child in a distress situation and what basic psycho-social support can be provided;

  • To deliver the designed PSS training program for the target group of teachers

For PHCC nurses:

  • To develop a two day training program for the target group of PHCC nurses on basic Psycho-social support skills (PSS) on how to identify a child in a distress situation and what basic psycho-social support can be provided;

  • To develop a one day training program for the target group of PHCC nurses on how to provide a psycho-social support to women in an emotional distress (related to a pre and post-delivery depression, or in case a child with disabilities is born);

  • To deliver the three day training program to the target group of trainees;

  • To provide a final report highlighting all the above and providing recommendations on a further capacity building of the target professionals on PSS skills. The report will be finalized with WV and flexibility is available on the key headings.

In terms of Methodology, the consultant shall:

Ø Work with WV project team to develop the Psycho-social support training program that is in line with international standards and approaches;

Ø Work with WV project team to ensure the training program is based on and compliment to the current WV interventions on Child Protection and to the available second data findings;

Ø To conduct the developed PSS training program directly to the target groups of community based child care providers.

4.Qualifications and Experience Required

The consultant shall have:

Ø Strong technical experience in Psycho-Social Support

Ø Strong awareness on Child Protection, Social Work, Mother and Child Healthcare, Disability Mainstreaming, and Gender including its PSS aspects

Ø Strong experience in conducting training (including in Russian)

Ø Relevant university degree in PSS and/or social sciences

Ø Ability to work independently with little direction

Ø Strong English and Russian communication (oral and written)

Ø Cross-cultural sensitivity, flexible world view and emotional maturity

Ø Willingness and ability to travel to Abkhazia, interact with staff, community and primary/secondary stakeholders

Ø Relevant computer skills necessary to execute well-designed, professional documents

6.Timeframe:

The consultancy is expected to be conducted in May, 2017 for 9 days in total.

Approximate Time Commitment/activities

3 days/home based - Develop Training Program for two target groups based on the available second data (PSS Assessments, Disability Assessment, Child Protection Assessment, and inputs from the project team)

2 days/In country - Delivering of training for Group of Teachers

3 days/In country - Delivering of training for Group of PHCC nurses

1 day/Home based - Development and provision of Final Report including a further capacity building plan for the target groups based on the visit observations and context needs

TOTAL TRAVEL DAYS – 4 Days

TOTAL DAYS IN-COUNTRY – 5 Days

TOTAL DAYS CONSULTANCY FROM HOME BASE – 4 Days

TOTAL DAYS CONSULTANCY OVERALL – 9 Days

7.Consultancy Cost Coverage:

The consultancy has a lump sum budget and any incurring expenses should be covered by it. The consultant is responsible for budget breakdown for particular activities within the submitted offer. Abkhazia Program Team will provide only logistical support and transportation for field work within Abkhazia.
