Liaises With: Primarily with the Health and Nutrition team, the Regional Programme Coordinator, and all other programme teams as required; Equality Advisor; MEAL Coordinator; HR; Logistics; Admin. and technical staff in SAL, Head Office.
Job Purpose: To provide strategic technical health and nutrition support and guidance to the Concern Niger programme, and in particular, to develop and lead Concern’s advocacy strategy and action in the health and nutrition sector.
Main Duties & Responsibilities:
1. Strategy and Programme Quality
In collaboration with field staff and the senior management team, lead the development of the Concern Niger health and nutrition strategy, ensuring that programme activities are in line with government strategy, organisational goals and resources, and advise on implementation.
Lead on identification of funding opportunities in line with the health and nutrition strategy and help in the preparation of funding proposals in collaboration with programme staff, ensuring that funding proposals are in accordance with country and global strategies and policies.
Ensure the quality of nutrition and primary health care programming.
Ensure that beneficiary accountability is taken into consideration throughout programmes implementation.
Collaboration with the M&E Coordinator in guiding the health and nutrition teams to develop and implement robust systems for monitoring programme implementation and results.
Collaborate with the M&E Coordinator in planning of assessments and surveys and ensure dissemination of findings and results for decision making and use in national and global advocacy.
Enhance collaboration with other technical departments, including WASH, to support integrated programming and improve impact.
Ensure that equality and disaster risk reduction (DRR) are factored into programme design and delivery, reviews and evaluations.
Ensure that information for monthly, partner and donor reports is high quality, accurate, and reliable.
Work with the program managers to identify staff training needs and provide capacity building through on the job mentoring, the organisation of training sessions and/or identification of other training opportunities.
Participate in the recruitment and induction of health and nutrition staff and consultants.
Work closely with Concern Worldwide’s Health & Nutrition Support Unit to document and share learning from Niger’s health programming.
2. Representation, coordination and advocacy
Represent Concern and actively participate in various nutrition and health technical forums in order to promote best practice and advance national policy.
Represent Concern at national level Ministry of Health planning and review forums (participation in bi-annual health reviews, annual health planning, MoH – Partner meetings, etc.).
Represent our work to relevant bodies, including donors, and identify changes to their policies and priorities that may impact on our programming.
Participate in Government of Niger and Ministry of Public Health strategy development, policy making, and technical discussions.
Prepare briefing materials and reports on health sector development and primary health care for donors, SMT and visitors where necessary. Present clear and convincing reports as needed on health topics at workshops, meetings and other venues that demonstrate sound analysis and synthesis.
Actively liaise and seek opportunities for collaboration with other health and nutrition sector Technical and Financial Partners in Niger.
Undertake additional reasonable tasks as defined by senior management team or propose new tasks based on observations.

- Ensure the non-disclosure of any information whatsoever acquired in the course of duty, relating to the practices and business of Concern Worldwide, to any other person or Organization without authority, except in normal execution of the above duties

PERSON SPECIFICATION
ESSENTIAL
Education, Qualifications & Experience Required:
Masters in Nutrition, Public Health or equivalent qualification.
At least three years of experience at international level in technical support and/or programme management in a nutrition and/or health sector setting.
Direct experience in planning, implementing and measuring the impact of health, nutrition, behaviour change, hunger reduction or other related programmes.
Experience in working with partner organizations, line ministries, networking and donor relations.
Success in developing proposals and securing funding from donors.
Clear commitment to, and experience with, developing and coaching staff, combined with the ability to give direct actionable feedback.
Proven ability to work independently and under own initiative.
Strong inter-personal skills.
Credibility to represent the organisation to government bodies and donors.
Ability to speak and write clear English and French (French being the working language in Niger).
Computer skills including Microsoft Word and Excel.
Competence in the use of SPSS or other statistical software and survey methods desirable.
