Location: Maradi
The role
Based in Maradi, the LAHIA Deputy Chief of Party provides overall financial, administrative and operational management leadership to the non-emergency Title II food security program at the country level. S/he will serve as the management leader and coordinator of a team of financial, operational and administrative specialists. The Deputy Chief of Party will also serve as the primary field liaison with local government representatives, donors, partner agencies and local institutions and communities. S/he will have a critical role coordinating with other USAID-funded programs in the field including other resilience and food security programming, with a particular focus on learning opportunities and knowledge management.
Operations Management
- Ensure the implementation and monitoring of effective management systems in accordance with the rules of Save the Children International (SCI) and USAID.
- Supervises the FOM and his team to maximize quality of program support services (human resources, logistics, procurement, finance, inventory management, etc.) in accordance with the rules and SCI and USAID.
- Coordinate the effective planning of business processes (procurement, the personnel performance evaluation, budget projections, sub-recipient monitoring, etc.) under the rules of USAID.
- Conduct regular field visits to monitor the effective implementation of the program and the efficient use of systems/resources in accordance with the rules of USAID.
- Maintain good relationships with key partners to ensure the effective implementation of the activities and compliance.
Budget Management
- Supervise the FOM and the Financial Officer to ensure sound budget tracking and management consistent with the rules of SCI and USAID.
- In coordination with FOM and the Financial Officer, engage the technical team in the quarterly monitoring of budget consumption in accordance with the planning of activities (work schedule).
- Proactively address weaknesses that may affect implementation of systems and quality of deliverables (due date respected)
- Monitor partner expenses like World Vision and other LAHIA's partner's expenses in accordance with the partner's pipeline.
- Responsible for the overall financial pipeline monitoring including to make sure the availability of funds from year to year and that rollover funds are correctly estimated.
- Ensure that LAHIA budget conforms to the SCI/Niger Country Office cost allocation policy and in charge of enforcing the timekeeping policy in keeping with SCI and USAID rules and regulations.
Team management
- Provide coaching and professional development to employees and keep them engaged and accountable for their job responsibilities. .
- Ensure that job descriptions are clear and up-to-date for all positions under the supervision and conduct annual evaluations of performance. Identify team capacity building needs.
- Deal with personnel performance issues proactively by providing regular feedback and provide constructive coaching.
- Develop a culture of teamwork, and develop effective communication mechanisms. Ensure joint planning and sharing of experiences between the technical and geographical teams.
Qualifications and experience
- Masters degree in international development, agricultural and all-related field around food security, health and nutrition, community development.
- Five to seven years work experience managing community-based projects in developing countries including staff supervision.
- Thorough knowledge of USAID rules and regulations (procurement, financial, contracts and grants, program).
- Minimum five years experiences in managing Title II program.
- Ability to articulate ideas clearly, communicate effectively, and have a strong writing ability in English and French.
- Analytic skills: trends and institutional analysis, critical analysis of approaches and strategies.
- Cross cultural and interpersonal skills.
- Understanding of Save the Children's vision and mission and a commitment to its objectives and values
