SUMMARY:
The United States Agency for International Development (USAID) recently awarded Counterpart International a 5-year project entitled the Participatory, Responsive, Governance – Principal Activity (PRG-PA) in Niger. The purpose of the PRG-PA project is to improve the responsiveness of key stakeholders to priority public needs with specific reference to health, education and security issues. To this end, the project’s main objective is to increase the capacity of key stakeholders – including CSOs, traditional and religious leaders, government representatives and political parties, and the media and private sectors – to identify local dynamics that promote reform and to apply this learning to positive action.
Counterpart International is currently seeking a Senior Power Mapping Consultant to collaborate with the Chief of Party (COP) and the Senior Technical Advisor (STA) with mapping of stakeholder in Niger. To support research and collective action efforts and assist in identifying champions who can influence specific priorities and designing effective advocacy campaigns, the Consultant will analyze the three target sectors – health, education and security and create tactical systems maps for each sector. The ideal candidate would have experience implementing a power mapping that relates to citizen engagement, elections, government accountability, youth, gender, and/or economic empowerment.
This consultancy is for up to 60 billable days, starting as soon as possible, with a potential extension of an additional 30 billable days. The position will be based in Niamey, Niger and will report to Counterpart’s Regional Director for Africa.
DUTIES AND RESPONSIBILITIES:
The consultant will conduct a power mapping in the four intervention regions of the project (Agadez, Diffa, Zinder and the commune of Niamey). Through this power mapping, s/he will identify:
o The critical stakeholders in the education, health and security sectors at all levels and what priority action issues are they concerned and actively engaged on;
o The community and stakeholder’s immediate and long term priority issues and how these are identified and acted upon;
o The process for taking action and decision making at the formal and informal level; and
o And what are immediate and easily achievable action items.
S/he will conduct a power analysis to:
o Provide an understanding of the nature and strength of relationships that key individuals involved in the policy-making process have with specific government bodies;
o Delineate the formal process of policy-making along with the existing chain of policy decision points and identify key concerns and interest for each stakeholder group.
o Identify where these stakeholders sit in the spectrum of reform: are they champion, floater or spoilers?
o What are the incentives for each group in the spectrum of reform?
Based on the information gathered above, the senior power mapping consultant will develop a tactical systems map for each of the three sectors: Education, Health and Security. These maps will be produced based on topic, type of reform, key individuals and institutions, policy decision points, and changes in the system over time. Counterpart will share these maps with PRG-PA partners and relevant stakeholders in order to ground-truth and validate the maps and gain buy-in on next steps for their use in collective actions.
RequirementsQUALIFICATIONS:
Required:
• Bachelor’s degree in international relations, international development, law, public policy, public administration, or related area
• Minimum of (8) eight years of technical experience with working with civil society, coalition-building, advocacy, brokering consensus, and capacity building.
• Experience conducting power mapping exercises on good governance and democracy within a delicate political environment.
• Professional written and oral fluency in English and French is required.
Preferred:
• Master’s degree preferred
• Excellent knowledge of the socio-political and economic environments in Niger.
• Relationships with civil society and government stakeholders in Niger.
• Experience working on USAID programs strongly preferred.
