SUMMARY:
The United States Agency for International Development (USAID) recently awarded Counterpart International a 5-year project entitled the Participatory, Responsive, Governance – Principal Activity (PRG-PA) in Niger. The purpose of the PRG-PA project is to improve the responsiveness of key stakeholders to priority public needs with specific reference to health, education and security issues. In this, the project’s main objective is to increase the capacity of key stakeholders – including CSOs, traditional and religious leaders, government representatives and political parties, and the media and private sectors – to identify local dynamics that promote reform and to apply this learning to positive action.
Counterpart International is currently seeking a Senior Operations Consultant to assist the Chief of Party (COP) and the Director of Finance and Administration (DOFA) with operational management and support. This work will include (but not be limited to) administrative and managerial support with human resources, financial management, program monitoring and oversight, reporting and the establishment of internal procedures and controls. In addition, the ideal candidate would have experience with managing large programs that relate to citizen engagement, elections, government accountability, youth, gender, and/or economic empowerment.
This consultancy is for up to 60 billable days, starting as soon as possible, with a potential extension of an additional 30 billable days. The position will be based in Niamey, Niger and will report to Counterpart’s Regional Director for Africa.
DUTIES AND RESPONSIBILITIES:
• Support the COP and DOFA in the overall management of the Counterpart office in Niamey.
• Assist the Leadership Team in developing, publishing and enforcing local operational policies and standard operating procedures specifically with regards to finance, procurement, human resources, and reporting.
• Ensure program implementation is in compliance with Counterpart’s policies/procedures, the Government Niger, and USAID rules and regulations, particularly with respect to financial and grant management.
• In collaboration with the COP and DOFA, identify, troubleshoot and resolve administrative, procurement and programmatic issues that may arise during implementation.
• Provide day-to-day support and mentoring to the local staff in the Counterpart office with emphasis on building capacity.
• Ensure program quality assurance through the establishment of the project’s monitoring & evaluation system, and sustained knowledge capture.
• Participate in developing program reports including quarterly programmatic reports, pipeline and resource estimates.
• Facilitate an environment of strong collaboration, learning and adapting, including techniques for gathering, organizing, disseminating and applying knowledge throughout the program cycle.
• Other duties as assigned.
RequirementsQUALIFICATIONS:
Required:
• Bachelor’s degree in international relations, international development, law, public policy, public administration, or related area;
• Minimum of eight (8) years of operational and managerial experience in a similar or related field;
• Demonstrated management experience in human resources, finance, and procurement.
• Knowledge of USAID rules, regulations and operational guidelines.
• Excellent computer skills in Microsoft Word and Microsoft Excel.
• Demonstrated experience with collaborative, detail-orientated work.
• Professional written and oral fluency in English and French is required.
Preferred:
• Master’s degree preferred
• Excellent knowledge of the socio-political and economic environments in Niger.
• Relationships with civil society and government stakeholders in Niger.
• Experience working on USAID programs strongly preferred.
