Counterpart International is currently seeking a Deputy Chief of Party to support the anticipated Resilient Governance in Niger (RGN) opportunity. RGN will serve as the leading governance activity of the USAID’s Resilience in the Sahel - Enhanced II (RISE II) project. A weakness identified in the RISE project has been the absence of a cohesive approach to addressing core local governance deficits that impede service delivery and citizen accountability, stymie community resilience, and increase vulnerability to violent extremism. RGN is intended to address this gap under RISE II. Specifically, RGN will address RISE II Objective 4: Enhance governance of institutions and organizations, sub IR 4.1: Improved performance of sub-national state institutions and sub IR 4.2: Strengthened local civil society and community based organizations. This position is full time and will serve through the life of the project.
The DCOP oversees implementation of selected program objectives, logistics, and management of sub-awardees, and builds government relations. Serves as acting COP when needed. This position requires senior management experience.
Education:
- Relevant Advanced degree in a Business/Public Administration, Economics, International Development, Social Sciences, Political Science or other related field.
Experience:
- Minimum of 8-10 years of progressively responsible experience in international development;
- Previous experience managing USAID-funded programs highly preferred;
- Demonstrated experience managing and implementing development projects focused on public policy reform, government accountability and civil society strengthening, preferably in Niger and/or West Africa;
- Demonstrated leadership capacity and experience supervising teams of diverse staff;
- Demonstrated experience in working effectively in advanced, complex, politically sensitive contexts;
- Demonstrated experience in working effectively with partner and government representatives, donors, and other stakeholders;
- Demonstrated ability to meet deadline and deliver quality outputs;
- Experience with adaptive management approaches.
Languages:
- Excellent oral and written communication skills in English; required
- Professional proficiency in French required.
