COSPE IS LOOKING FOR A PROJECT MANAGER

In NIGER

For the coordination of the "Resilience and food security in Chétimari" project, financed by the Italian Cooperation and Development Agency, COSPE is looking for a Project Manager in Niger.

The project aims to improve the resilience and food security of vulnerable populations on the move and of the host community of the municipality of Chétimari (Diffa) through the improvement of agricultural production, the development of economic activities that enhance local production, the reduction of climate risks and of conflicts.

In particular, the following phases will be implemented:

R1. Strengthening the skills of civil society and local participation opportunities for risk prevention and mitigation and crisis response

R2. Ensuring that agricultural and pastoral production in the area of ​​Chétimari is implemented through an increase in productive land, sustainable management of land and water resources

R3. Capacity building and opportunities for women and young people to improve their access to employment and the generation of economic resources in the primary sector

Main responsibilities and duties:

The main task is the operational coordination and execution of the activities necessary to carry out all the activities of the project, in close collaboration with the project staff.

Tasks and activities:

• Coordination, monitoring and execution of planned activities for the entire duration of the project, in accordance with the chronogram envisaged by the project.

• Implementation of contacts with the operational and institutional interlocutors involved in the implementation of the project.

• Constant contact with the project staff.

• Supervision and monitoring of the tasks and activities carried out by the personnel working in the project.

• Definition and coordination of evaluation and monitoring activities.

• Formulation of documents relating to the implementation of the project: periodic executive plans and possible integration and updating.

• Control on the correct formulation of the first monthly notes related to the project.

• Correct archiving of supporting documents in the accounting system according to the rules of the donor

• Elaboration of intermediate and final financial and narrative reporting according to the donor's rules.

• Identification of the economic and financial commitments necessary for the realization of the project according to the rules of the donor.

• Maintain regular relations with project partners.

• Definition and implementation of a model of administrative and accounting management of the project (number and location of current accounts, number of cases)

• Start up, management and closure of local personnel contracts, in compliance with the laws and regulations in force in the country in question and according to the organization chart

• Management of project assets, including transfer, sale and purchase, in compliance with the regulations of the country and the rules of lenders

• Verification of the validity of accounting documents and purchase procedures

• Ensures that the rules and contractual procedures set by the lender and the Cospe are respected in the project.

• Control and supervision of project administrative deadlines in the country of competence

Mandatory requirements

• Degree in relevant fields such as Political Sciences, Agricultural Sciences, Economics, International Cooperation or equivalent;

• Minimum 3 years of consolidated experience in management (administrative, financial and human resources) of projects and programs of cooperation and development abroad;

• Proven experience in managing complex international cooperation projects, from a strategic, operational and administrative point of view (for number of partners, budgets exceeding 1 million euros);

• Excellent knowledge of the procedures and rules and financing mechanisms of the main donors;

• Excellent capacity for external relations, with NGOs, government bodies, public institutions, agencies, for-profit companies, private donors;

• Excellent ability to organize and coordinate group work and to interact with colleagues, collaborators and volunteers;

• Excellent computer knowledge of Excel, Power Point and Word programs;

• Excellent knowledge of French and Italian languages;

• Sharing of the COSPE mission, values ​​and strategies;

Preferential requirements

• Previous work experience in West Africa (preferably in Niger);

• Experience of coordinating international cooperation projects on the development of economic sectors;

• Knowledge and use of advanced tools for monitoring and evaluating projects and programs (power analysis, theory of change, impact assessments, use of GIS systems applied to project monitoring, etc);

• Relational portfolio and knowledge of possible donors and relevant stakeholders in relevant sectors for the project;

· Flexibility and listening skills

· Ability to exercise leadership in stress contexts

WORKING SITE: Niger (Diffa)

START AND DURATION OF THE CONTRACT: from March 2019 FOR 6/12 months (renewable).

CONTRACTUAL FRAMEWORK: Contract as an expatriate cooperator.
