Established in 1951, IOM is a Related Organization of the United Nations, and as the leadingUN agency in the field of migration, works closely with governmental, intergovernmental andnon-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context:
Under the overall supervision of the Program Manager Community Stabilization and the direct supervision of the Project Officer Community Stabilization, and in close coordination with the Programme Support Unit and Information Management Unit and other relevant IOM units as necessary, the successful candidate is responsible for the following:
The successful candidate will provide support in the monitoring and evaluation of stabilization activities in the mission. Community stabilization programs seek to assist governments, states and communities experiencing significant socio-economic and political changes during or after a crisis. In this regard, IOM Niger’s Community Stabilization unit aims to reduce factors causing forced and irregular migration, address the needs of marginalized groups and host populations, and respond to the impact that flows of migrants and displaced persons can have on the host populations. Reintegration programs aim at providing safe and dignified return options for migrants in distress returning from Northern Africa and for perspective migrants as alternative to irregular migrations. IOM Niger’s Community Stabilization is currently implementing a German-funded project ‘Community Stabilization Initiatives in Northern Niger’ (COSINN) which will end in October 2019.
Core Functions / Responsibilities:
Reinforce the system of data validation, considering field observations on the ground during the data collection process and contextual analysis from secondary data resources such as data from local authorities, regarding numbers of beneficiaries targeted by Community Stabilization activities such as infrastructures and awareness campaigns.
Review and clean data collected by field staff to ensure data accuracy and quality, in close coordination with the responsible Project Officer Community Stabilization.
Support in the creation of data forms and overseeing data collection processes using mobile data collection (Kobo), data cleaning, analysis and data visualization processes using Microsoft Power Business Intelligence or other analysis software.
Support in the drafting of reports of the COSINN project using the data analyzed.
Organize the final evaluation of the COSINN project, including drafting terms of references for technical assistance and logistical support.
Design the methodology and development of monitoring and evaluation systems for other projects if needed.
Perform such other duties as maybe assigned.

Realistic Delivery Dates and Details as to how the work must be delivered
The detailed work plan and delivery dates will be confirmed directly with the consultant:
• Manage and maintain the M&E database for Community Stabilization initiatives (reviewing and cleaning data) – within 1.5 months of starting date and update regularly
• Create data forms and data visualization – within 2 months of starting date and update regularly
• Support in drafting reports for donors – within 1 month of starting date and update regularly
• Organize the final evaluation of the COSINN project – within 4 months of starting date
Performance indicators for evaluation of results
• Satisfactory completion of tasks indicated in this ToR
• Initiative, planning and timeliness for managing and updating the M&E database
• Quality of data forms and visualizations created, quality of contributions to donor reports
• Satisfactory organization of final evaluation COSINN project.
Required Qualifications and Experience:
Education
• Master’s degree in International Relations, Information Management, Political Science, Business or Public Administration, Humanitarian Affairs, Conflict Studies or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Experience in qualitative and quantitative research on local development;
• Experience in research methodologies and questionnaire design;
• Experience in both primary and secondary data analysis (quantitative and qualitative);
• Experience in data collection and database management;
• Background in statistics and quantitative and qualitative analysis;
• Experience in research and report writing in both French and English;
• Experience in capacity building in developing countries, training and support to local stakeholders;
• Solid computer skills, including proficiency in MS Office package (Office, Excel, Power Point, Outlook), internet and Email, and technical skills using Kobo and Microsoft Power Business Intelligence software;
• Experience working in hardship stations and remote field locations is considered and advantage, as well as previous experience in Niger or West Africa.
Languages
Fluency in English and French is required.
Note
The consultant must adhere to the International Organization for Migration (IOM) Data
Protection Principles (IN/138) and maintain confidentiality.
The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.
