Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified MEAL Coordinator in Niger
The Danish Refugee Council (DRC) is a humanitarian, non-governmental, non-profit organization founded in 1956 that works in more than 30 countries throughout the world. DRC has been operational in West Africa since 1998.
The Republic of Niger has been affected by socio-political and security instability in the Northern Tillaberi region since 2012 and in the Southeast region of Diffa since 2015, resulting in a large-scale multidimensional humanitarian crisis. DRC/DDG has been operating in Niger since 2014 with a cross-border Border Management and Security program in the Liptako Gourma region – (border region between Mali, Burkina Faso, and Niger) with the objective of reducing armed violence, improving community safety and strengthening border management and security in collaboration with communities and border authorities. By the end of 2015, taking into account the growing humanitarian crisis in the Diffa region, DRC/DDG conducted an assessment mission on security and humanitarian needs. The results of this mission have enabled DRC/DDG to establish in the region and implement a Rapid Response Mechanism (RRM) program, with assistance in shelter/NFI kits, protection monitoring, training and sensitization on human rights, and food security through general food distributions. In 2018, with one coordination office, two field offices and 4 sub-offices, DRC was active in two areas of intervention in Diffa and Tillabéri and implements various projects which can be linked to the three sectors of Protection, Shelters & NFIs and Food Security.
About the job
The MEAL Coordinator is responsible for strengthening DRC’s monitoring, evaluation, accountability and information management system. The MEAL Coordinator strongly contributes to the development of a program country strategy, ensuring quality throughout the projects. He/She provides technical guidance to programme staff on the field.
DRC is part of a RRM consortium where the MEAL and IM activities are led by DRC. The MEAL Coordinator will be particularly involved in the RRM program.
RRM project
- Coordinate and oversee all aspects of the MEAL processes from the development of an M&E framework for the RRM project to institutionalization of the latter at field level;
- Oversee the process of needs assessments, baseline studies and impact assessments and ensure their proper and timely implementation;
- Conduct periodic activity monitoring and site visits to the field to monitor data collection / implementation;
- Analyze the data gathered and write baseline and impact assessment reports;
- Train Consortium M&E and programme staff in data collection and monitoring;
- Work closely with RRM partners and UNICEF to ensure relevancy and efficiency of the tools used (household surveys, reports template, etc.);
Monitoring and Evaluation
· Assist the Programme Development department in developing strong indicators and logical frameworks for new projects
· Support the Project Managers with the active implementation of their Monitoring & Evaluation plans, ensure Monitoring & Evaluation plans are updated timely and Monitoring & Evaluation findings are in place for all donor reports.
· Coordinate with field staff to develop tools and methods to improve data collection for example, surveys, assessment and beneficiary data
· Link with data and grants management tools developed to collect information and profiling.
· Support team to use these tools on all projects activities levels.
· Organize, participate and collect field data and process/analyze this data
· Guide the regular sharing of the outputs and the Monitoring & Evaluation findings with projects staff and implementing partners
· Capacity build, train and support sectors and field staff to improve the field monitoring or any other monitoring needs
· Review the questionnaires developed for the assessments by the field team
· Take the lead in supporting of all external evaluation consultancies of large DRC projects
Accountability
· Coordinate the design and implementation of accountability systems for DRC projects working closely with relevant managers
· Build the capacity of staff to plan and implement effective accountability systems for the country programme
· Strengthen the beneficiary and feedback complaint mechanism and set-up new systems
Learning and project quality
· Donor focal point for Monitoring & Evaluation components of projects
· Participate in project Kick-off meetings, Quarterly Review meetings and Close-out meetings in order to highlight cross-project components aimed at replicating good practices and strengthening synergies between projects or programmes
· Regularly present key Monitoring & Evaluation findings to the Senior Management Team for further development
About you
Required
- Fluency in French is mandatory
- Minimum of 3 years’ experience in monitoring and evaluation of humanitarian and development programmes and strong understanding of M&E principles & processes, including database management, reporting etc;
- Minimum of 2 years working in countries responding to humanitarian crises in M&E or programme design;
- High degree of computer competencies, especially in Microsof Excel, Access, CSPRO and other database-management system (DBMS);
- Experience of working with or providing support to partners and/or a partnership model of working;
- Proven ability to negotiate through strong inter-personal skills and ability to synthesise different perspectives;
- Strong understanding of research methodologies and the nature of evidence influencing key decision makers;
- Capacity to work in and manage a multidisciplinary team, and understand and communicate the importance of multidisciplinary activities.
- A team player: able to demonstrate a constructive, cooperative and problem-solving approach;
- Experience of working in insecure environments and of security management;
Desirable
- Experience in Sahelian country
