The UNICEF Programme in Cooperation with the Government of the Republic of Niger is designed to address and mitigate the triple threat of poverty the country's children face, while responding to the needs with interventions addressing the multiple causative factors.

In response to the combination these threats involve the Programme supports national efforts to improve service delivery in the key areas of: child health and HIV/AIDS, nutrition, quality basic education, water, sanitation and hygiene education, child protection and social policy, advocacy and communication.

How can you make a difference

Under the guidance of the Supply Manager, the incumbent will work closely with colleagues in Supply & Logistics Unit and Health Section including the Immunizations team to provide technical support for strengthening national Cold Chain Logistics (CCL) and Vaccine Management systems.

The incumbent will work with partners to develop/update strategies, tools and guidance on CCL policies, procedures, systems, and activities. She/he will assess and advise partners on warehouse and logistics management and provide technical assistance to national systems to plan their needs and meet minimum standards in relation to equipment use in the CCL system, vaccine stock management to prevent stock-outs and over-stocking and optimize vaccine usage/transport and temperature monitoring. She/he will support implementation of the Cold Chain Equipment Optimization Platform (CCEOP).She/he will facilitate trainings for partners in charge of CCL on warehouse management and proper transactions registration.

Major Duties and Responsibilities

The incumbent will be responsible for technical and advisory support to government: Establish a close collaboration with the government partner on warehouse management and supply chain issues. In particular:

Cold Chain

  • Support MoH / Directorate of Immunizations for cold chain operations, routine immunization and campaigns. Support MOH / Directorate of Immunizations to implement Cold Chain Equipment Optimization Platform (CCEOP) activities at central and decentralized levels.
  • Advise on all matters regarding walk-in cold rooms, warehouse management and logistics. Develop, review and update tools and guidance on immunization supply chain related policies, procedures and systems with a specific focus on equipment management and temperature monitoring.
  • Warehouse management strengthening and capacity building

  • Assess the strengths and weaknesses of MoH immunization operation in the country and propose corrective measures for improvement.
  • Ensure that accurate and complete accounting, electronic inventory, reporting and internal control systems are functioning and that records are properly maintained. Ensure an accurate and complete stock level count.
  • Assess the availability of space and prepare stacking and storage plans in order to utilize the space optimally.
  • Advise on the implementation of a waste disposal plan respecting the environment at all levels
  • Supervise the receipt and dispatch of all consignments arriving in the warehouse. Coordinate with UNICEF logistics team and Contract Specialist to receive and inspect shipments either ordered directly by UNICEF of through Procurement Services
  • Follow up with Supply Division on claims and Prepare loading plans and ensure that waybills are duly filled.
  • Monitor the quantity and quality of supplies stored.
  • Carry out regularly physical random count in the warehouse and the cold rooms
  • Assess the strengths and the weaknesses of the warehouse operation and propose corrective actions to the partner.
  • Ensures appropriate procedures and systems are in place to ensure efficiency of the Warehouse operations.
  • Assess new warehouse facilities when needed.
  • Assist in the training of warehouse staff in warehouse and cold chain management best practices.
  • Support local warehouse managers and store keepers in documenting transactions, and conducting annual 100% inventory count.
  • Guides warehouse staff, builds capacity of staff and ensures strong teamwork.
  • Support the implementation of the comprehensive EVM process
  • Supply Chain

  • Participate in programme planning, and advise on logistics considerations. Advise on funds availability for in-country warehousing, movement and distribution.
  • Ensure appropriate processes and systems are in place to ensure efficiency of the logistics operations (e.g. customs clearance, transport requests, receipt and dispatch of goods).
  • Ensure appropriate planning, implementation, monitoring and evaluation of logistics operations. Establish and maintain logistics plans and delivery plans further to supply availability plans. Coordinate with Regions and Districts as might be required.
  • Establish routing and scheduling plans for in country distribution. Coordinate shipment planning with Regions and Districts.

  • Advance university degree in Health Logistics, Engineering, equivalent educational qualification in relevant areas of Transport or Logistics operations/management, supplemented with formal training in Warehouse management, logistics, cold chain or training in appropriate disciplines.
  • Five years of relevant professional work experience at both national and international levels, preferably in an Immunization Cold Chain/Logistic function.
  • Fluency in French and English is required.

  • Knowledge of public procurement principles and processes.
  • Knowledge of procurement process from procurement planning, to execution to contract management and administration, including procurement methods and tools of good procurement practice.
  • Knowledge of establishing strategic, long term and sustainable procurement arrangements.
  • Knowledge of general principles and processes involved in risk management in procurement, including risk analysis and evaluation techniques.
  • Knowledge of financial and legal implications in procurement process.
