Liaises With: Programme Coordinator, Study Coordinator and other UCL staff, Programme Managers, UN, other INGOs, ACDS, Logstics Coordinator and other Concern programme staff.
Job Purpose:Reporting to the Assistant Country Director - Programmes (ACDP), this role will support the 2015 cash/food emergency response programme in Tahoua, Niger, including the implementation of a REFANI research project on cash and nutrition. The objective of this position is toeffectively support and manage Concern’s humanitarian response delivery in collaboration with the programme managers and the team, while providing operational oversight to the research study in collaboration with researcher from UCL (University College of London) and ACF ( Action Contre la Faim).
Main Duties & Responsibilities:
Emergency Programme Implementation:
· Support the Cash/Blanket Coordinator and programme managers to ensure that Concern’s ECHO financed mitigation operations are properly planned, scheduled, coordinated and supervised (through clear individual work plans, purchasing plans, field/monitoring visit plans, regular and minuted meetings, with the particular emphasis on FIM and nutrition)
· Supervise and ensure that beneficiary targeting is conducted in a participatory and transparent manner
· Manage the emergency and research programme budgets and ensure spending is in line with expenditure, work and purchasing plans.
· Work with the Log/Admin Coordinator and Assistant Country Director – Systems (ACDS) to ensure that support services (logistics, administration, HR) needs are properly identified, communicated and in place.
· Ensure humanitarian interventions are managed and coordinated in accordance with Concern and international humanitarian standards and donor guidelines.
· Ensure Concern operations are carried out in an accountable and participatory manner from the beginning to the end.
· Ensure lessons learnt and recommendations from previous emergency interventions are addressed and implemented.
· Provide supervision, assistance and quality controls for the emergency programme to ensure strict adherence to policies and guidelines on participant protection, equality, HAP and do-no-harm principles.
· Ensure interventions are completed within the timeframe planned (and as approved by donors, etc.). Support the Programme Manager and Coordinators to lead teams and create a positive working environment.
· In conjunction with the ACDP identify programme needs for relevant managers and senior staff.
· Organize and coordinate programme visits and training sessions.
· Prepare high quality donor reports, in line with donor requirements
Research Study Implementation
· In close coordination with the UCL Study Coordinator and other UCL staff where necessary, ensure that the research component of the emergency response programmes is implemented according to agreed work plans
· Supervise the Qualitative Study Coordinator and Study Field Manager, ensuring quality standards in research and programming are maintained.
· Manage the research budget, along with the Study Field Manager, ensuring that plans are regularly updated and spending is in line with agreed budgets
· Coordinate closely with Study Coordinator and other UCL staff throughout the implementation of the research to ensure the research is implemented
· Ensure that high-quality donor reports are prepared in line with donor requirements;
· Responsible for the organization of other study staff visits, including liaison with logistics and programme staff in Niamey and Tahoua.
Planning, Monitoring and Evaluation:
· In coordination with the M&E Manager, ensure quality monitoring plans are implemented and reported for each of the sector under the emergency programme.
· Working with programme managers, ensure timely collection and analysis of data as per donor approved proposals.
· Continuously monitor the humanitarian situation in the various intervention areas in Tahoua and provide timely information/updates/alerts for the Country Director, SMT and other relevant Programme staff.
· Ensure that the humanitarian and security environments, and the related potential risks, are considered and incorporated into programme planning.
· Prepare analytical reports highlighting social, political, humanitarian and other relevant factors affecting the overall humanitarian situation.
· Ensure best practices and lessons learnt are documented and use these to contribute to Concern’s future emergency response strategy and programmes.
· Ensure that HAP standards are maintained and that Concern’s complaints response mechanism is functional in programme areas, and that beneficiaries, communities are aware of it and how to use it.
Networking, Coordination & Representation:
· On behalf of Concern, attend relevant OCHA humanitarian coordination meetings and ensure UN, INGOs and authorities in Tahoua are well aware of Concern humanitarian operations in the country.
· Ensure information on Concern humanitarian operations are shared with relevant INGOs in target areas to avoid duplication and overlapping.
· Ensure cross-sectoral communications within the various Concern’s sectors to enhance integration, coordination and effective use of resources.
· Ensure that programme information and activity plans are regularly shared with target communities and beneficiaries and that changes to programme activities are communicated in an appropriate and timely manner, and according to HAP standards
· Coordinate with other members of ECHO-funded Alliance, through which Concern implements its emergency programme, and participate in Alliance activities and meetings as required

· Any other ad hoc duties as may reasonably be assigned by the ACDP and consistent with the nature of Concern operations.

PERSON SPECIFICATION
Essential
- Substantial experience in managing emergency food-security programmes within developing countries, preferably in the Sahelian context.
- Strong international project coordination and management experience, including: Personnel management, working with institutional donors, and experience of representation/ liaison with government officials, local authorities and NGOs.
- Excellent communication skills, with excellent written and spoken English and French
- Proven experience in budget management
- Strong leadership skills and a supportive management style
- Team player with experience of establishing strong working relationships with colleagues from different functions, cultures and political environments
- Experience of a flexible approach to managing and prioritizing a high workload and multiple tasks in an emergency environment with tight deadlines
- Experience of proactively identifying and addressing issues
- Strong systems management experiences
- Ability to capitalize on past experience and information available within the organization in order to become self-sufficient and autonomous quickly
- Computer skills including database management, Microsoft Word and Excel
- Empathy with Concern’s Vision, Mission, Goals and Objectives
Desirable
- Experience in cash transfers, blanket feeding, awareness of the M+E associated with cash in terms of market price monitoring etc.
- Experience in managing projects with a research element or coordinating with research/academic partners.
- Knowledge of Humanitarian Accountability Partnership standards
- Finance for the poor/Cash Transfer training/Management Training
- Emergency nutrition/food security programming in francophone Africa
- Knowledge and familiarity with Concern Worldwide HR, Logistics, Transport, Purchasing and IT policies, procedures and standards
- Familiarity with working in Africa and in the Sahel particularly
