Proposal Objective:
USAID/West Africa anticipates a five-year project to strengthen their effectiveness in implementing its projects, coordinating its activities, learning from its experiences and serving as an information, communication, and thought-leader regarding peace promotion and Countering Violent Extremism (CVE) in the West Africa region. The project will cover interventions in Niger, Chad, Cameroon and Burkina Faso. Anticipated activities of the project include:
· Evaluations (performance and impact)

· Knowledge management
· Organizing coordination and learning events
· Dissemination of findings and best practices
· Monitoring
· Capacity building
Position Description:
SI is seeking a Deputy Chief of Party (DCOP) to oversee the technical team members and provide direction on countering violent extremism (CVE) and monitoring, evaluation and learning (MEL) deliverables. The DCOP should bring expertise in CVE and MEL methods and techniques. This full-time position will be based in Niamey, Niger for the duration of the project.

Responsibilities:
· Provide technical quality control over MEL related services, including reviewing proposed evaluation methodologies, implementing monitoring and reporting systems, leading learning events and developing agendas.
· Lead in technically guiding CVE through MEL data, including bringing thought-leadership in CVE methods, techniques and innovations for implementing partners, and Mission assistance efforts.
· Work to ensure that monitoring and evaluation information is shared and fully utilized through learning events, knowledge sharing and strategic learning processes to speed innovation and improve upon and bring new innovations to the Mission’s programmatic work in country.
· Oversee PELA’s operations and serve as Acting COP as needed.
· Provide support, leadership and technical expertise to overall management of PELA to ensure that the project meets all its performance and reporting requirements.
Qualifications:
· Advanced degree in related subject.
· Minimum eight years providing technical guidance and oversight of CVE, M&E, learning and related activities.
· Minimum three years in supervisory and managerial roles on USAID-funded projects, ideally regionally based in instable, complex or conflict areas.
· Demonstrated experience supervising and guiding diverse teams of short-term consultants and full-time staff.
· Proven skills in evaluation design, qualitative and quantitative methodology and techniques, performance monitoring and learning and adaptive management. Must be fully knowledgeable in USAID Evaluation Policy.
· Expertise in countering violent extremism (CVE) techniques and methods, especially in West Africa or similar complex regions.
· Fluency in spoken and written English, and professional proficiency in French. Excellent presentation and oral skills, including training and communication.
· Willingness and ability to travel throughout West Africa as required.
