Proposal Objective:
USAID/West Africa anticipates a five-year project to strengthen their effectiveness in implementing its projects, coordinating its activities, learning from its experiences and serving as an information, communication, and thought-leader regarding peace promotion and Countering Violent Extremism (CVE) in the West Africa region. The project will cover interventions in Niger, Chad, Cameroon and Burkina Faso. Anticipated activities of the project include:
· Evaluations (performance and impact)
· Analyses
· Knowledge management
· Organizing coordination and learning events
· Dissemination of findings and best practices
· Monitoring
· Capacity building
Position Description:
SI is seeking a Chief of Party (COP) to lead and manage the project administratively and technically, providing oversight on all monitoring, evaluation, learning, knowledge management, and capacity building activities. The COP will also supervise a diverse staff, across the four countries. This full-time position will be based in Niamey, Niger, for the duration of the project.
Responsibilities:
· Serve as principal responsible for management and administration of the project.
· Serve as the PELA primary point of contact with USAID/West Africa and other USAID country offices.
· Supervise and technically guide short-term and full-time personnel across four countries.
· Provide strategic vision and overall leadership.
· Ensure the provision of timely, relevant, high quality services.
· Ensure timely information on the progress and status of all activities; and ensure the SI and USAID-compliance and integrity of project operations.
· Conceptualize, deliver, and arrange for the delivery of high quality leadership, M&E and learning interventions for USAID/West Africa, its implementing partners, and other stakeholders.
· Provide technical guidance on CVE to inform M&E activities.
Qualifications:
· Advanced degree in related subject.
· Minimum 10 years providing technical guidance and oversight to international development projects, covering M&E, learning and related activities.
· Minimum five years of Chief of Party or similar managerial experience on USAID-funded projects, ideally regionally based in instable or conflict areas.
· Demonstrated experience supervising and guiding diverse teams of short-term consultants and full-time staff.
· Demonstrated knowledge of M&E design, methodology and techniques, including USAID Evaluation Policy.
· Understanding of countering violent extremism (CVE) or a related field preferred, especially in West Africa or similar regions.
· Experience managing USG-issued contracts and demonstrated knowledge of USG Federal Acquisition Requirements.
· Fluency in spoken and written English, and professional proficiency in French. Excellent presentation and oral skills, including training and communication.
· Willingness and ability to travel throughout West Africa as required.
· Prior experience living and working in West Africa preferred.
