Background:
Catholic Relief Services (CRS) is a non-governmental organization created in 1943 by the U.S. Catholic Bishops to assist the poorest in the world. Since 1995, CRS Niger helps to ensure the restoration of human dignity without distinction as to race, ethnic group or religion through actions that it leads in collaboration with partners.
CRS Niger is the Principal Recipient (PR) of the malaria grant financed by the Global Fund to fight HIV/AIDS, tuberculosis and malaria that covers a period of 2 years (May 2016 to December 2017). The project will be renewed for a period of three years starting in January 2018 until December 2020, and the development of this renewal is underway.
CRS works closely together with four sub-recipients (SR): The National Malaria Control Program (NMCP or PNLP in French), which is a department in the Ministry of Health (MOH); Plan International, ONEN and Karkara. Through our collaboration with the PNLP, CRS works indirectly with the regional directorates of the public health system (DRSP), the Districts health office (DS), the Integrated Health Centres (CSI) and community health (CS) centers. CRS main responsibilities include routine distribution of LLIN, Community based management of uncomplicated malaria cases through case detection with Rapid Diagnostic Tests (RDTs) and ACTs, Case management of malaria at health centers, Counseling on prevention and recognition of danger signs of malaria by Community Health Workers through Home visits, Mass Communication, and Strengthening of the country data management system., community case management of malaria, social behavior change communication, and strengthening the health management information systems (HMIS), the Central Medical Store of Niger (Office Nantional des Produites Pharmaceutiques et Chimiques- ONPPC) , and other areas of the health systems.
Job Summary:
The Deputy Project Director (DPD) of GF Malaria Project is responsible for supporting the Project Director in the programming aspect of the project as well as relationship with the project implementing partners specifically with the Ministry of Health through the National Malaria Control Program (NMCP). The DPD will support the Director in the overall management of the NFM Malaria project. S/he will provide leadership and supervision of the programmatic support services of the Global Fund project at partner level and field level and that includes monitoring and evaluation, communications, oversight of the programmatic aspects of the mass distribution campaigns for Seasonal Malaria Chemoprevention (SMC) and LLINs, and in particular the strengthening of the partner capacities. S/he will ensure that responses to the needs of the project are clearly articulated, risks managed, and effectiveness and quality of the project activities and data management at the field-level are increased. S/he directs and oversees partner capacity-building activities. S/he is a member of the project management team and plays a key role by coordinating the programmatic management aspects of the program at partner level including NMCP, SRs and and the LFA in accordance with the procedures and regulations of CRS and the Global Fund to ensure operational excellence of the project.
Specific Responsibilities:
• Assists the COP in the planning of the project, including the development of action plans
• Ensures the implementation of the activities under the action plan and budget
• Monitors the activities of M& E, IECC / BCC, as well as the strengthening of the capacities of the partners of the CRS and SRS of the project the project of NFM Malaria
• Coordinates the development of programmatic reports on time in accordance with the principles of the Global Fund and CRS as well as their submission to management, to regional structures of CRS, the LFA, the Global Fund, the CCM and partners;
• Ensures that the project activities are carried out according to the rules established in the Protocol Agreement the project manages and anticipates the risks associated with the implementation of activities and implements controls for these risks coordinates the planning and the realization of studies of evaluations planned under the project; the
• Supports the work of design of materials and tools necessary for the implementation
of the project;
• Provides support to the office of the CRS program in Niger in the recruitment of staff required for the implementation of the Global Fund project
• Represents CRS in periodic meetings of the sector of general health and the Global Fund in particular at the national and international level;
• Contributes to building the capacity of the SR including the PNLP
• Coordination and communication with all stakeholders directly involved in the implementation of the program or associated (Minister of health, SR, CCM, FM, others close, etc., UNICEF).
• Mentor the staff under his supervision and takes corrective action need and contributing actively to professional development
• Acts as the interim Project Director during his/her absence.

Required Qualifications and Experience:
- A master’s degree in public health (MPH) or equivalent field with a demonstrated expertise in health related project management and/or similar background with proven experience in project management
- Minimum of 5 years’ experience in senior management position of large grants that support health programs in African countries
- Strong preference for candidates with at least five years’ experience in Malaria programming and at least two years with a Global Fund project
- Experience working in Sub-Saharan Africa, .
- Proven leadership and inter-personal skills and ability to build and motivate diverse and talented teams.
- Ability to professionally represent CRS to host government and other organizations
- Have strong skills, initiative, and motivation, with a commitment to work in groups
- Have a supervisory experience
- Ability to work both in a team and independently and ability to transfer knowledge through formal and informal training
- Public relations skills and ability to work well both within a team and independently
- Excellent analytical and information seeking skills, proven decision-making skills.
- Available for in-country travel up to 30% of the time
- Proficiency in MS Office suite, including Word, Excel and Outlook
- Fluency in French and English required

Work Environment: Office setting but with frequent trips to the field.
