Niger: UNFPA-GBV Coordinator-P3-Diffa, Niger

CANADEM is seeking seasoned professionals with previous relevant experience with gender based violence coordination who are available for an immediate deployment to Diffa, Niger as a seconded expert with UNFPA for a 6 month contract.

Position Title: Gender Based Violence Coordinator

Level: P3

Location: Diffa, Niger

Duration: 6 months

Background:

Insurgency in the LCB has affected more than 340,000 people in the region of Diffa, Niger of which 105, 491 are Nigerians refugees 14, 678 are returnees in Niger, 121,391 are internally displaced persons in Niger and 98 440 are from hosting communities. During this crisis, Niger has to deal with various problems including lack of food, health issues, water and sanitation problems and protection gaps.
In the area of protection, this has resulted to among others, physical and psychological trauma affecting people who have lost their relatives. They are in a situation where traditional protection systems are destroyed and those set up by the Government in response to the crisis are overwhelmed by the multiplicity of problems and the growing demand for social services. In addition, there is an increased in girl and child abuse and violation of women’s rights are violated, resulting in an increased gender based violence (GBV). According to the Niger Humanitarian Response 2017-Plan, 46064 will be in need of protection and response for GBV.

Against this background, UNFPA, UNHCR and other humanitarian actors have implemented important interventions including (i) setting up of a GBV Sub-Working Group in Diffa, ii ) training of humanitarian and service providers in GBV case management and GBVIMS, (iii) conducting a rapid need assessment including risks related to GBV in 10 displaced persons’ sites by various humanitarian actors including UNFPA , UNHCR, IRC, DRC, SOSVE, APBE, COOPI and SCI (iv) production and dissemination of GBVIMS reports, (v) psychological and medical support to more than 71 GBV survivors with post-rape kits, dignity kits, and Tom shoes, ( (vi) establishing and operationalizing a Holistic GBV Management Center in Diffa city, (vii) holding high-level meetings between UNFPA and UNHCR on GBV issues.

However, despite the various actions undertaken and the results achieved, UNFPA and UNHCR have identified some gaps such as: (i) the weak capacity of the implementing partner hired by UNFPA in terms of expertise and organizational capacity, (ii) the lack of a GBV expert, a UNFPA dedicated staff to effectively address GBV issues in the field, and (iii) the insufficient resources to implement actions in line with the Minimum Standards for Prevention and Response to GBV in Emergencies.
To address the above-mentioned challenges, UNFPA, in close collaboration with UNHCR, has decided to request from UNFPA Surge Roster a GBV Coordinator to provide technical support for a better coordination of the GBV Sub Cluster in Diffa.

The GBV Coordinator will be based in Diffa. He/She will work under the overall supervision of the UNFPA Representative in Niger and the direct supervision of the Maradi-Zinder-Diffa Team Leader. UNFPA being the Lead of the GBV Sub-work group in Diffa, the incumbent will support the National Consultant hired by UNFPA in efforts to strengthen coordination, implementation and monitoring of GBV activities in Diffa. He/She provides programmatic and technical support to ensure strong UNFPA leadership, partnership and collaboration with UN agencies, and national/international counterparts, in a comprehensive multi-sectorial survivor-centred response to GBV. This response includes a close cooperation with health, psycho-social, protection, early recovery and legal sectors to ensure that survivor’s holistic needs are met. He/She will work in close collaboration with the Diffa Humanitarian Team.

MAJOR DUTIES AND RESPONSIBILITIES:
Leadership, Partnerships and Coordination

· Ensure the overall coordination of the GBV Sub-Working group in Diffa

· Support advocacy and communication efforts around GBV issues to raise the matters within different forums to relevant audiences

· Represent the GBV Sub-Working Group in the Protection Working Goup, Inter-Group and at the Humanitarian Country Team when required

· Work in close collaboration with UNFPA GBV Officer, the UNFPA Humanitarian Coordinator and the UNHCR Protection Cluster Coordinator, UNICEF Child Protection Coordinator in Diffa to mainstream GBV issues.

· Liaise with the main GBV actors particularly UNWOMEN, IRC, to strengthen inter-agency, multi-sectoral GBV coordination groups at regional level.

· Enhance the inter-agency GBV capacity development programme in line with the Global GBV AoR guidelines and reinforce national and regional ownership for GBV

· Provide technical support for the development of communication products on the GBV situation, needs and gaps, including in OCHA sit-reps and stories, in the GBV page in humanitarian response website, in front of the GBV AoR and other inter-agency communication products

· Identify key areas of UNFPA strategic positioning on GBV and support the development of proposals and engage in resource mobilization efforts

· Provide technical support in developing and implementing multi-sectoral and coordinated GBV prevention and response programmes to include referral and reporting mechanisms, information sharing, coordination, and monitoring/evaluation

· Facilitate the vulgarization of GBV Standard Operating Procedures, new GBV guidelines, GBV in Emergencies Minimum Standards and other related policies and practices

Technical Leadership and strategic planning

· Carry out rapid needs assessments of the protection needs of women and girls vis-a-vis GBV in displaced settings and areas identified at risk of violence with relevant agencies

· Reinforce, enlarge coverage, ensure update and diffusion of referral pathways for GBV survivors’ access to services and make recommendations to support and to strengthen coordinated approach and integrated service access/delivery for survivors

· Work with partners to develop and/or revise training materials according to local context, identify capacity gaps, review national training materials and guidelines according to international guidelines and standards

· Promote the Institutional Capacity Development for both Government and Non State actors on GBV and provide technical support to the development of relevant policy and advocacy documents to address GBV and broader gender issues

· Ensure the roll out of new IASC Guidelines on GBV, and in particular the mainstreaming of GBV across other areas of humanitarian intervention in particular Child Protection, CCM/Shelter/NFI, Education, WASH and Health sectors.

· Advise UNFPA Senior Management on any urgent matter on the GBV situation that required its attention, in particular to support the role of the Representative in Humanitarian Team.

Monitoring and Evaluation

· Work with the GBV Sub-Working group members to regularly review GBV Incident Report and other relevant forms as needed in line with WHO’s Ethical and Safety Recommendations for Researching, Documenting and Monitoring Gender Based Violence in Emergencies

· Oversee the functioning of GBV Information Management System, and develop monthly and quarterly incident reports according to UNFPA role as consolidating agency ensuring the monthly dissemination of GBV trends and patterns and its interaction with the MARA under SCR 1325, 1820, 1888, 1960, 2106

· Analyse and report on progress results of GBV sub-Working Group annual action plan and strategy, on GBV programme and project progress in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanisms and systems; identify constraints and resource deficiencies and recommend corrective action

· Undertake regular monitoring missions and meetings with relevant actors including project partners in assessing the GBV trends and advises on the prevention and response strategies

DESIRED QUALIFICATIONS:
Job Requirements:

  • Advanced university degree in public health, law, social sciences, or gender and development or related field

  • 5 years of increasingly responsible relevant professional experience, including experience in programme management, including large multi-sectoral projects, designing and appraising proposals and actively liaising with relevant and potential project partners

  • Experience in drafting and implementing advocacy notes, in particular, related to GBV issues

  • Knowledge of gender issues in humanitarian, particularly GBV and CRSV, including relevant international human rights standards

  • Prior training in gender and GBV issues and their application in humanitarian, recovery and development settings is an asset

  • Experience in using the following internationals tools: GBV Standard Operating Procedures; GBV Information Management System; IASC GBV Guidelines; IASC Gender Handbook; GBV Coordination Handbook; WHO Ethical and Safety Recommendations; UN Action 1960 Guidelines; analytical conceptual framework of CRSW

  • Field experience in complex emergencies, including humanitarian emergency response is an asset

  • Awareness and demonstrable knowledge of gender issues and their relevance in humanitarian as well as knowledge of reproductive health issues and protection issues emergency settings and early recovery stages

  • Knowledge, skill, and experience in participatory methods for community development and mobilization.

  • Knowledge and experience in monitoring and data collection/research on GBV

  • Group facilitation skills, training skills, counselling skills and experience.

  • Experience in leading effective meetings

  • Diplomacy and assertiveness; the ability to respectfully and carefully confront and discuss sensitive issues with a wide range of actors, groups, and individuals.

  • Excellent command of French and/or English with a good knowledge of the other language.
