Established in 1951, IOM is the leading inter-governmental organization in the field of migration
and works closely with governmental, intergovernmental and non-governmental partners. IOM
is dedicated to promoting humane and orderly migration for the benefit of all. It does so by
providing services and advice to governments and migrants.
Context:
The objective of the Migrant Response and Resource Mechanism (MRRM) is to support Niger’s
response to complex migration flows by promoting economic and social development through
circular, regular and safe migration. The MRRM is a comprehensive mechanism that is
comprised of activities aimed at protecting the life of migrants while promoting viable
alternatives to migration, informing individuals about safe migration and encouraging activities
that ensure that migrants can actively contribute to the economies in their countries of origin.
Under the direct supervision of the MRRM Program Manager and the overall supervision of the
Chief of Mission, the incumbent will be responsible to providing accessible and timely
information to migrants in IOM transit Centres and along the migratory routes about procedures,
structures and processes that concerns them, so that they are able to make informed decision.
Moreover she/he will be responsible to ensure that accountability, feedback and complaints
mechanisms are integrated in all steps of the MRRM process.
Core Functions / Responsibilities:
- Identify CwC and AAP opportunities and gaps, including mapping and analysis of
communications approaches done by other comparable projects and establish the existing
learnings. - Produce a 3 year strategy to deliver the CwC and AAP objectives in line with MRRM and EU
communication requirements with clear deliverables, milestones, media to be used and
responsibilities. - Creation and production of information campaigns, including but not limited to documentary
and other multimedia related to the MRRM activites (to leaflets, signs etc) in collaboration with
the protection and operation officers, aiming at increasing knowledge among migrants and
potential migrants on their rights and obligations. - Oversee the implementation of sensitization activities of the Orientation Office(s) and expand
community outreach to the corridor between Dirkou and Seguedine, in Niamey and in targeted
countries of origin and support already existing CwC initiatives. - Establish and implement tools for evaluation of the strategy and produce regular reports on
communications with migrants’ activities and prepare documentation for donor reporting/visibility
tools. - Improvement of sharing / dissemination of information in the form of two ways communication
with migrants, potential migrants, returning migrants, host communities and other relevant
stakeholders . - Establish and manage a phone hotline for both AAP purposes and to enable search and
rescue of migrants along the migratory routes in collaboration with Protection and Operations
teams. - Undertake duty travels as required p and compile field monitoring reports highlighting
implementation challenges and solutions. - Liaise, promote and coordinate interagency collaboration and operational partnership in the
sub-offices’ areas of work. - Ensure the integration of cross-cutting issues such as gender and ensure that women
children, and other vulnerable groups in the project are considered in the office’s activities. - Contribute to the resource mobilization efforts, identifying potential new project opportunities
and contributing to the preparation of project proposal. - Perform any other duties as may be assigned by the Program Manager to achieve project
objectives
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Sciences, Business Administration, Migration Studies,
International Relations, Law or a related field from an accredited academic institution with two
years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience in
community-based or community mobilisation work in humanitarian context.
Experience
• Experience in community outreach, sensitization campaigns and community engagement.
• Sound understanding of CwC and AAP tools and procedures
• Strong computer skills
• Experience in liaising with local authorities, migrants and hosting communities.
• Familiarity with the region is an asset.
• Sound understanding and/or previous experience related to migration in West Africa is an
added advantage.
Languages
Fluency in English and French is required. Working knowledge of Portuguese is an advantage.

The candidate will be based in Niamey, Niger with frequent travels to field locations.
