The role
Coordinate effective logistics support to Save the Children's programmes in Niger.
- Ensure compliance with Save the Children's minimum standards and procedures related to logistics. This includes reviewing and updating as necessary the in-country procedures and policies for the management of the supply chain, vehicle fleet, stock and assets management, communication systems, and emergency preparedness.
- Ensure the due diligence process and vetting of all vendors and suppliers being contracted by Save the Children
- Comply with all relevant Save the Children policies and procedures with respect to child protection, health and safety, equal opportunities and other relevant policies
- Coordinate supply chain planning (plan, source, procure, transport, store and dispatch), capacity to manage effective core logistics and has the capacity to gear up logistics capacity to respond effectively to emergencies and a growing portfolio.
- Actively participate and contribute to the development of our Country supply chain plan , lead the implementation of framework agreement and contracting strategy at coordination and field level, setting up an effective order management system.
- Support the implementation of SCI logistics global strategy with support of regional office logistics.
- Ensure that local and international procurement in London HQ is done in an appropriate, timely and transparent manner as per Save the Children International Policies and procedures and internal audit requirements.
- Centralised and transit storage at Head Office level is maintained in line with programme requirements. Pro-actively monitor storage transit and centralised stocks, ensuring the re-allocation of stocks to different project while needed in line with donor procedures.
- Stock management and administration systems are implemented throughout the programme. Monitor projects stock levels and advise on appropriate stocking and replenishment to meet project demands.
- Maintain accurate filing systems, with documented and supported records of action for audit purposes, and submit weekly and monthly logistics reports to RO logistics
- Ensure proper management of all country programme assets in line with Save the Children and donors' procedures and policies.
- Ensure compliance with SCI policies and procedures, donor regulations and local laws. Ensure that the procurement and disposal of commodities, especially those subject to US Export Compliance regulations, are in line with applicable licenses and are properly documented
- Contribute to new proposal budgeting on logistics aspects and budgets monitoring in support to country programme budget holders
- Collaborate with relevant sector Managers and support field engineers to follow up rehabilitation projects at coordination level
- Ensure respect of fleet procedures and develop a replenishment plan for CO
- Lead and contribute to logistics staff management: through regular coordination meetings, planning, systems development and training, and day-to-day follow-up, the logistics Manager will ensure logistics staff effectively plan and carry out assignments.
- Build the capacity and train the logistics staff in all necessary logistics systems Lead, manage and motivate the logistics team in Niamey and through technical supervision in the field offices, ensuring they have clear objectives and receive meaningful feedback on their performance
- Work with the operation director to ensure that security guidelines are kept updated and followed by all staff and that new staff and visitors are briefed.
- Remain aware of the evolving security situation, adapting logistics activities accordingly and ensuring new emergency operations are effectively supported.
- Proactively engage on a regular basis with regional SCI logistics teams, and logistics coordinators from other organizations to ensure appropriate links for interagency logistics coordination.
- Proactively engage with donors, local government, project partners, UN agencies and other non-governmental organizations in order to plan, organize, and schedule distribution of goods and materiel as, well as to ensure adequate information sharing, address common concerns/problems and seek solutions.
- Participate in the INGO meetings held and represent Save the Children's position and interests
Qualifications and experience
- Logistics management with international experience or 10 years strong international experience in the Logistics sector
- Experience of working in emergencies, preferably in the WCA region.
- Robust experience of NGO project cycle management and experience of working within a complex and matrix organisation structure
- Evidence of practical experience in logistics management within the field of supply chain management (procurement, tendering, contracting, clearance, transport, warehousing, etc.) fleet management and asset management, distribution support.
- Experience of procurement, warehousing, stock control and transport and distribution of goods.
- Vehicle fleet management experience.
- High awareness of security considerations, with the ability to develop plans for security/evacuation procedures
- Strong administrative and organisational skills.
- Good interpersonal skills, the ability to communicate clearly and effectively and build relationships at all levels, taking into account cultural and language differences.
- Resourcefulness and the ability to prioritise and cope with large amounts of work under pressure.
- The ability to work closely within a team and to improvise and work in an atmosphere that can be stressful.
- Able and willing to travel frequently to field sites
- Fluent in French and English, written and spoken
- High knowledge of various donor procedures and environment
