PURPOSE OF THE POST

Under the guidance of the Chief Education, the incumbent is responsible for the planning, implementation, monitoring and evaluation of assigned specific projects, namely the Quality of Education, within a major national, area-based or sectoral programme.

MAJOR DUTIES AND RESPONSIBILITIES

  • Contributes towards the preparation of the Situation Analysis by compiling data, analysing and evaluating information, and writing chapters of the Analysis.
  • Designs, prepares, implements, monitors and evaluates assigned programme or specific project(s). Analyzes and evaluates data and/or takes corrective action when necessary, to meet programme/project objectives.
  • Prepares the sectoral documents for the Country Programme Recommendation (CPR) and Plans of Action, Country Programme summary Sheet, etc.
  • Undertakes field visits to monitor programmes, as well as conducts periodic programme reviews with government counterparts and other partners. Identifies necessary action for programme adjustments. Provides technical advice and assistance to government officials and other partners in the planning and management of programme/projects.
  • Participates in the development of the work plan, and ensures compliance with specific assigned objectives. Provides guidance and support to staff to manage and implement projects.
  • Assists government authorities to plan and organize capacity building programmes. Identifies training needs for the purpose of capacity building and sustainability of programme/projects.
  • Meets with national and international agencies covering the management of programme/projects. Participates in meetings with Ministries responsible for programme/project review, and follows up on implementation of recommendations and agreements. Assists in the development and/or introduction of new approaches, methods and practices in project management and evaluation.
  • Coordinates with the Operations/Supply staff on supply and non-supply assistance activities ensuring proper and timely UNICEF and Government accountability. Certifies disbursements of funds, Programme and Officer or Representative as required
  • Participates in intersectoral collaboration with other programme colleagues. Assists in development of appropriate communication and information strategy to support and/or advocate programme development.
  • Writes programme/project status reports required for management Board, donors, budget review, programme analysis, annual reports, etc.
  • Ensures the accurate and timely input of programme information in computerised programme system and the issuance of status reports for monitoring and evaluation purpose.
  • Qualifications of Successful Candidate

  • An Advanced University Degree in education, economics, psychology, sociology or other social science field. Advanced degree in education is preferred.
  • Five years progressively responsible professional work experience in education project administration, monitoring and evaluation, some of which are at the international level.
  • Experience in different education systems with different pedagogic methods and paradigms in both developed and developing contexts and experience of different approaches in evaluation of learning achievements is required.
  • Experience in curriculum development and/or teacher training is a strong asset.
  • Fluency in French and English is required. Knowledge of another official UN language (i.e. Arabic, Chinese, Russian, Spanish) or a local language is an asset.

  • Some knowledge of global developments in education and international engagement strategies, including the application of the equity lens and human rights perspectives to programming.
  • Some ability to support policy dialogue: translation of analytical findings and evidence into development programmes and policy discussions around equity and learning with partners, including government, development partners, CSOs and academia in relevant areas.
  • Some education sector planning knowledge/ability, including the range of modalities for delivering education, linkages between different sub-sectors (e.g. ECD, Primary, Secondary, Tertiary, Inclusive Education), cost-effectiveness and efficiency issues, key institutional structures, components and processes, as well as governance issues.
  • Some education and policy sector analysis capacity, including understanding of the core education data sets, indicators, tools for analysis of equity, determinants of student access and learning, budget, cost and financing, education system management, political economy and application to education policy and strategic planning.
  • Some programme management in education, including programme design, costing, monitoring and evaluation and reporting.
  • Some ability to support engagement with partners (e.g. Sector Wide Approaches, Global Partnership for Education, Education in Emergency Clusters, Education Provider Forums, Delivering as One, Inter-sectoral partnerships such as in ECD), as well as networking with other key partners.
  • Some understanding of gender and inequity issues in relation to education and development and the application of gender / equity analysis to policy and planning in education.
  • Some understanding of policies and strategies to address issues related to resilience: risk analysis and risk management, education in conflict situations, natural disasters, and recovery.
