Position Summary:
This is a consulting assignment spanning a total of ten months for up to a total of 25 days. This position will require travel to Tbilisi, Georgia. The work is within an existing United States Agency for International Development (USAID) Program and will start on or about November 15, 2016 and will end on August 31, 2017.
The International consultant will provide technical expertise and will contribute to the development of any finance-related material under a full Low Emissions Development Strategy (LEDS) document for the Government of Georgia (GOG). The main deliverable resulting from this consultancy will be a Finance Subchapter in the full LEDS document.
The consultant will be working with a team of other international experts, local subcontracts, stakeholders, and Winrock International’s Georgia office staff. The expert will also provide advisory and technical support to the GOG Ministries involved in the LEDS steering committee and working groups and will share Best International Practices with local stakeholders. The consultant will participate in all necessary LEDS Steering Committee in-country meetings and meet with other donors working in the field and coordinate the work.
Essential Responsibilities:
- In coordination with the Deputy Chief of Party (DCOP) and the Low Emissions Advisor (LEA), conduct a survey of available climate change related international and national financial resources and identify barriers for financing; includes desk review and development of technical paper on international financial resources that can be used for LEDS, as well as barriers for accessing those resources. Includes conducting a survey and review of Georgia’s internal financial resources and barriers for using these resources.
- In coordination with the DCOP and LEA, develop sub-chapter on attracting financing for implementation of LEDS (as part of LEDS implementation strategy); includes development of recommendations for financing strategy of LEDS and extensive consultations with different stakeholders, which will be translated into a LEDS section.
- Participate in and present to sub-working groups and Steering Committee meetings.

Qualifications and Background:
Education:
- Minimum MA degree in Economics, Finance, Environmental or Climate Change Studies related fields including, but not limited to science or engineering, economics, law, public policy, international development natural resources management, or other related fields.
Experience:
- Minimum 6-8 years of relevant work experience, at least 5-6 years of which should be a responsible management position in the environment, greenhouse gases (GHG), natural resources, or economic development.
- Must have knowledge of financing opportunities available for the Government of Georgia through donors such as World Bank, EBRD, USAID, EU, ADB, Green Fund, and others.
- Must have relevant work experience in LEDS Multi-Lateral Financial Sector.
- Previous experience of working on LEDS and knowledge of the science and art of climate change, GHG emissions, and institutions working in the field is preferred.
- Work experience in Georgia or the Caucus region is a plus.
Skills/Knowledge:
- Proficiency with Microsoft word and Office.
- Excellent written and oral communication skills in English required.
