ACF is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for ACF in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.
GENERAL OBJECTIVES:
The Economic & Rural Development Coordinator provides strategic and technical support to the ACF South Caucasus Mission mainly in the fields of socio-economic development, agriculture, community-led local rural development and capacity building. The coordinator will support with the implementation of projects, ensure compliance with donor rules and regulations and assist with the reporting to donors. The coordinator will also be responsible for the evaluation of calls for proposals, the development of project proposals, will lead proposal development/writing and seek for new opportunities.
SPECIFIC OBJECTIVES
Objective 1: Ensures overall technical programme guidance
Responsible for overall technical guidance and implementation of economic, agriculture & rural development projects;
Support the planning, coordination and provision of technical assistance to implementing partners and beneficiaries;
Take part in the selection, supervision and evaluation of project staff;
Ensure donor reporting is of a high quality;
Build institutional relationships and networks as well as knowledge sharing capacities
Support the further development and application of result oriented planning and monitoring systems and practices;
Provide assistance for a sound programme administration and resource management;
Analysis of legal, economic, policy, social and institutional frameworks related to economic, agriculture & rural development;
Identify key sub-sectors in the rural economy with economic potential and recommend steps to help realize that potential.
Objective 2: Ensure quality management and monitoring of ACFs ENPARD projects in the mission and ensure contract compliance with the standards of the donors and ACF procedures
Provide guidance to programme staff in contract compliance and project implementation
Support the development of an information campaign in support to the project activities;
Provide guidance in the formulation of the local rural development strategy and elaboration of an action plan (modality and templates to be used, quality assurance of inputs etc.);
Develop criteria for the selection of local stakeholders (e.g. farmers, companies and other local actors), to participate in the capacity building workshops and develop guidelines for preparation of project proposals by the beneficiaries;
Identify training needs and elaborate a training plan, including general and specific trainings, for the local stakeholders (e.g. farmers);
Oversee the training provided by the project, monitor training the effectiveness and provide guidance for improvement when needed;
Liaise and coordinate the activities with the consortia partners;
Maintain donor relations relevant to the projects and represent in relevant fora;
Interact with local communities and representatives of all stakeholder groups (including women and youth) in the identification of priority areas.
Objective 3: Support strategic planning to identify/define new initiatives with senior staff and Regional Director and ensure high quality proposal preparation expanding ACF portfolio
Undertake assessments with technical team and explore potential intervention areas for the mission (emphasis on innovation and piloting of new approaches);
Define new intervention areas & strategies according to assessed needs;
Lead the proposal development process and prepare/write project concept notes and proposals for donor submission (including all relevant documents needed);
Coordinate and work with logistics and finance department staff in proposal preparation;
Complete internal check list for mission validation of reports and proposals;
Research and be informed on new initiatives, trends and policy development regarding agriculture, rural development and related sectors in the South Caucasus and participate in relevant conferences, meetings, and discussions;
Explore TA assistance and other funding opportunities and identify new partnerships with private and public actors (stakeholder mapping and analysis);
Liaise with international organizations, the donor community, private sector, academic institutions and governmental institutions for possible future funding of project proposals developed in the course of project implementation.
Objective 4:Provide capacity building and facilitate know-how transfer to ACF staff and partners in the relevant thematic fields
Identify needs and develop explicit capacity building measures/plan for programme staff and partners;
Provide mentoring/coaching to relevant ACF technical staff to ensure understanding of applied approaches, procedures and tools developed to ensure continuity in the mission;
Build the capacity and train relevant program staff on proposal development and writing; assist in the identification of relevant staff profiles needed for potential future interventions.
CANDIDATE PROFILE:
· University degree in a relevant field related (FSL) and relevant experience in humanitarian/development sector.
· Minimum 10 years in INGO management/coordination
· Minimum 5 year experience in agriculture and rural development sector (in the South Caucasus a plus)
· Experience in managing consortia
· Solid experience and proven track record in proposal development/writing and donor reporting.
· Experience in defining strategies, project formulation, implementation, monitoring, evaluation and capitalization
· Experience of working in a team and managing consortia
· Experience within ACFIN (highly desirable)
· Fluent in English (spoken and written). Some knowledge of Georgian/Russian is a plus.
· Windows, Microsoft Office.
· Candidate must be available to travel regularly within Georgia and Abkhazia.
REMUNERATIVE PACKAGE
We offer immediate incorporation to a dynamic international network with the following remuneration package:
- Formal work contract: 12 monthswith probability of expansion.
- Base: Tbilisi with frequents travels to the base in Abkhazia.
- Salary: from 1700€ to 2200€ gross per month according to candidate’s previous experience (according to standard list of ACF- Spain). ACF- Spain remuneration system allows a salary progression based on the annual development appraisal.

- Up to 20% additional remuneration depending on the position’s context and responsibilities (according the grading scale set by ACF-E)
- House and maintenance covered by the organization (including per diem): package estimated according to the destination.
- Travel costs to and from the mission.
- 25 working days of paid leave per year.
- Break: additional rest period, including travel cost to a reference area and economic help of 215€.
- Health, repatriation, travel and life insurance covered by the organization.
- Extra per month and per child (Under 18 years old): from 100€ to 225€ monthly (according to standard list of ACF-Spain).
