Position Title: International Low Emissions Advisor

Position Summary:
This is a full time 12-month position based in Tbilisi, Georgia. The work is within an existing United States Agency for International Development (USAID) Program and will start on or about September 1, 2016 and will end on September 30, 2017.
This position will lead and coordinate low emissions development strategies (LEDS) work with the Government of Georgia (GOG) and subcontractors. The Advisor will provide advisory and technical support to the GOG Ministries involved in the LEDS steering committee and working groups with all aspects of planning and implementing activities related to LEDS. Will share Best International Practices with local stakeholders.
This position lead Winrock’s efforts and participate in all planned Sub working group meetings arranged by the LEDS secretariat (Ministry of Environment). The project team will plan working meetings with all stakeholders, and sub-working groups. The consultant will participate in all LEDS Steering Committee in-country meetings and meet with other donors working in the field and coordinate the work.
ESSENTIAL Responsibilities:
Lead the compilation of a complete LEDS documents with support of existing team members and subcontractors.
Assess the impact of LEDS on Georgia's economic development.
Assess the impact of LEDS on Georgia's social development.
Develop International Best Practice overview for mitigation options (including policies and programs) in four sectors (Industrial Processes, Agriculture, Waste, LULUCF)
Develop Technology transfer and development strategy (incl. research and innovation), which will include recommendations on technology needs found during LEDS process (as part of LEDS implementation strategy).
Develop international best practice overview for LEDS or climate change legislation and institutional framework.
Survey available climate change related, international and national, financial resources and identify barriers for financing.
Develop sub-chapter on attracting finances for implementation of LEDS (as part of LEDS implementation strategy).
Overview of existing MRV systems in Georgia and MRV best practices around the world.
Develop the strategy (including legal, institutional framework as well as financial needs and resources) for setting up the MRV framework for monitoring of LEDS implementation.
Organizing and presenting to sub-working groups and Steering Committee meetings (around 15 meetings).

Qualifications and Background:
Education:
- Minimum MA degree in an environmental or climate change studies related field including but not limited to science or engineering, economics, law, public policy, international development natural resources management, or other related field; PhD is preferred.
Experience:
Minimum 6-8 years of relevant work experience, at least 5-6 years of which should be a responsible management position in the environment, greenhouse gases (GHG), natural resources, or economic development.
Must have relevant work experience in non-energy LEDS sectors.
Previous experience of working on LEDS and knowledge of the science and art of climate change, GHG emissions, and institutions working in the field is preferred.
Work experience in Georgia or the Caucus region is a plus.
Ability to demonstrate the highest level of ethical standards at all times.
Skills/Knowledge:
Proficiency with Microsoft word and Office.
Excellent written and oral communication skills in English required.
Other:
Ability to work in team environment.
Ability to establish and maintain effective working relationships with associates, GOG, experts, and other stakeholders.
