Context:
Under the overall guidance of the Chief of Mission (COM) in Niger, and under the direct supervision of the Programme Manager for the Niger Community Cohesion Initiative (NCCI), the successful candidate will be accountable for providing support to the field operations of the NCCI Programme in the Agadez Region. The Field Coordinator will be a member of the programme team.
The NCCI programme is funded by the Office of Transition Initiatives (OTI). Through NCCI, IOM seeks to improve community stabilization in order to foster an enabling environment for sustainable peace and traditional development programmes. To achieve these objectives, NCCI designs and implements grant activities through a oriented, community driven approach and emphasize project processes.
S/he will maintain the necessary operational structures and departmental processes, in order to ensure transparent and accountable grant implementation, operations and reporting. S/he will also contribute to the development of the overall regional programme strategy (in line with the programme objectives already in place) and review of grantee proposals by Project Officers, including proposal submission and data entry. S/he will also oversee the identification of potential grantees and the development and implementation of small grant activities.
Core Functions / Responsibilities:
Oversee the daily operations and staff in the field (Agadez region).
Ensure that activities and reports are accurately captured and shared with the main office and
USAID/OTI.
Ensure compliance with proper financial, procurement, and general operational protocols and reporting of the field office.
Ensure the successful, implementation of the programmes based, small grant initiatives at the field level in accordance with the overall objectives of the programme by supervising programme implementation staff in the identification of local grantees and partners, technical consultants, and other programme implementers.
Communicate directly with the NCCI senior management team, including OTI, on concepts identified by programme staff, and submit Yellow Light’ activities to the senior management team for approval.
Maintain collaborative relationships with OTI, local grantees, local government authorities, local contractors, international NGOs, donors, and other key stakeholders.
Manage the operation staff as appropriate for grant activity implementation to ensure that procurement, finance, logistics, and programmatic aspects of each activity are being implemented time and in accordance with the specifications of the approved activity.
Work closely with the logistics, financial and procurement teams in the application of standard guidelines and procedures aimed at ensuring an appropriate, efficient and transparent use of funds.
Interface, as required, with the NCCI engineering team to ensure the technical quality of proposed, ongoing and concluding grant activities.
Provide regular reporting to the Programme Manager on grant implementation and provide relevant inputs to the Grants Manager.
Ensure the collection and submission of weekly bullets on the local political and security context to the Monitoring and Evaluation Officer for inclusion in the weekly report.
Ensure the collection and submission of activity notes for weekly submission to Monitoring and Evaluation Officer and OTI for inclusion in the database.
Liaise with IOM's Staff Security Unit (SSU) and the Mission Security Focal point as/when required, in close conjunction with the management of IOM Niger and in accordance with the United Nations Department of Safety and Security (UNDSS) requirements.
Collaborate with the Monitoring and Evaluation Officer and Assistants to develop, monitor, evaluate (M&E) and recommend performance measures for regional and individual activities, including contractors and grantees.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Masters degree in International Relations, Management, Development Studies, Planning or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Experience in project implementation, support to fund management; administrative and related fields;
• OTI experience a strong advantage;
• Knowledge of the United Nations Department of Safety and Security (UNDSS) protocols and experience working in a phase III (or above) security environment;
• Strong knowledge and cultural understanding of the region and conversant on regional politics;
• Excellent communication and writing skills with the ability to analyse complex problems and identify and convey clear, rapid solutions;
• Effective resource management skills;
• Experience in developing and maintaining budgetary disciplines across a wide range of grant activities.
Languages
Fluency in English and French is required.
