ECODIT seeks applications from European nationals located in either Southeast Europe, the CIS or the Caucasus region for long-term and short-term positions under the anticipated Investments in Developing Energy Assets (IDEA) Activity. The purpose of the USAID Investments in Developing Energy Assets (IDEA) is to improve regional energy supply security, reliability and efficiency through supporting investments in all segments of the energy sector, including operations and management, heat and power generation facilities, transmission and distribution networks, renewable sources, demand side improvements, and water supply and sanitation infrastructures. The objectives of this activity will be accomplished by improving operations management of the energy related utilities and businesses to advance an investment-friendly environment; identification and feasibility assessment of investment opportunities; and provision of investment transaction support for private or public investment projects to improve the capacity in assessing conditions and value of existing assets, feasibility of investment projects and limiting chances for malign debt-trap diplomacy to work. Activities under this mechanism will be focused primarily on developing energy sector infrastructure projects requiring substantial capital investment.
This is expected to be a five-year activity based throughout Europe and Eurasia region. ECODIT seeks qualified candidates to support a range of activities over the life of the project, per the following requirements:
Minimum Qualifications
- A Master’s Degree (or equivalent) in Finance, Economics, Public Policy, Energy, Engineering, Law or other relevant field and a minimum of ten (10) years of experience working on energy sector development, including energy project screening, preparing feasibility studies and attracting investments (experience supporting USAID, USTDA, MCC, EU and other donor-funded projects preferred);

- Prior work experience in at least one of the following countries: in Albania, Armenia, Azerbaijan, Bosnia and Herzegovina, Georgia, Kosovo, Moldova, North Macedonia, Serbia, or Ukraine;
- Strong project management skills, along with highly developed interpersonal skills, analytical and problem-solving skills;
- Exceptional oral and written communication skills in English; and
- Written and verbal fluency in in at least one other language (e.g.: Albanian, Macedonian, Serbian, Ukrainian, etc.) is preferred
