We are looking for a candidate with a relevant educational background, with a Master’s degree in Psychology or similar.
A minimum of 5 years of relevant professional experience in PS programmes and activities after qualifying. Field experience in a conflict or natural disaster-generated emergency context and practical experience in the fields of protection is necessary. Experience in coaching programme staff, in facilitating trainings and in selecting and managing consultants are much appreciated. Familiarity with DRC operating environment is an asset.
Proven skills in developing PS training curriculums and Information, Education and Communication (IEC), and training materials is a prerequisite. Knowledge on Gender based violence and advantage. Proficient in the use of Microsoft Office applications, and as self-supporting in computers as possible. Good understanding of gender, protection, social or human vulnerability issues.
Interpersonal skills and cultural sensitivity. Professional fluency in English and French is obligatory.
Danish Red Cross (DRC) is looking for a PS Delegate to support the Host National Societies in scaling up their capacity in PSS in the Protection, Resilience and Social Cohesion programme (PRECO) in Niger (75%) and Mali (25%). The delegate will be responsible for providing technical assistance to the set-up and quality assurance of PS activities within the programme and support the programme delegate in country with management of PS activities.
The DANIDA-funded 4-year programme PRECO is aiming to respond to vulnerabilities of displaced persons and host communities fleeing their areas of origin in Niger and Mali. The project aims at providing inclusive and comprehensive assistance through a triple nexus ‘Humanitarian, Development and Peace’ approach. DRC, together with the two Host National Societies, is responsible for the implementation of the programme. The displaced communities will receive humanitarian assistance, psychosocial support, protection with a special focus on SGBV as well as durable solutions such as livelihoods opportunities and support for enhancing social cohesion among communities in conflict.
The DRC delegation has provided technical support and trainings for the last two years for field staff and volunteers, staff from other partner organizations and public health staff managing to put the importance of the PSS high on the agenda. In the position it is foreseen to consolidate the achieved result as lead on PSS in Niger and supporting Mali to entail the same process. This will include travels and regular communication with the Mali delegation and the field staff.
Responsibilities
The PSS delegate will among other things be responsible for:
Develop PS activities and build sustainable capacity within Niger and Mali Host National Societies (HNS) to implement quality PS activities within the programme and support the programme delegate in country with management of PS activities
Development/adaptation of tools and material to be used in the implementation of PS activities in the PRECO programme and other projects and support their implementation.
Design, plan and supervise adequate trainings for staff and volunteers.
Provide first-level support to in-country teams in planning, monitoring, evaluation and reporting on PS activities to ensure their quality, including through conducting field missions. Explore opportunities and develop funding proposals/concept notes to pilot MHPSS interventions in both countries. Participate in relevant network and fora for coordination and exchange

Employment Conditions
The duty station is Niger with travels to Mali. The PSS Delegate reports to the DRC Country Manager in Niger, in close coordination with the Country Manager in Mali. The contract will be administered in accordance with the Danish Red Cross Terms and Conditions for Delegates and 10% time is allocated to surge/matrix which can include tasks in other countries and regions.
The ideal starting date is 1 of August 2021 or soonest thereafter and the length of the contract is 24 months with the possibility of extension. The salary including all allowances and pension payment will be between DKK 40.000 and 42.750 per month, depending on qualifications and experience. The position is a non-family duty station.
