Chemonics seeks a chief of party for the anticipated USAID-funded Georgia Local Self-Government Strengthening Activity in Georgia. This five-year, $10-25 million project intends to support the government of Georgia to implement its new Decentralization Strategy (2020-2025) and achieve meaningful local self-governance through a Local Self-Governance Support Program. The program notionally aims to build local government service delivery capacity and strengthen local accountability measures, including through the engagement of local communities in social accountability interventions. The five-year award will partner will stakeholders across the local governance ecosystem to deliver on Strategy objectives, including working directly with one-quarter to one-third of all Georgia local governments. The chief of party, based in Tbilisi, is responsible for leading all aspects of contract performance, providing technical guidance to all activities under the contract, and representing Chemonics’ activities to outside audiences. Responsibilities include:
- Provide leadership, technical direction, and day-to-day oversight and management of all project activities and results
- Lead the strategic planning and provide the overall vision for the project, including overseeing annual work planning, performance management, and strategic communications
- Ensure effective engagement coordination with partners, governmental counterparts, and the donor community
- Ensure project compliance with all corporate, contractual, and local requirements with support from the home office project management unit
- Maintain a professional and productive partnership with USAID
- Facilitate close collaboration and teamwork, including supervision and mentorship of a team of local technical and administrative staff
Qualifications:
- Advanced degree or equivalent in governance, international development, or related field
- A minimum of seven years of experience implementing local governance programs
- A minimum of five years as chief of party or donor-funded program leadership position
- Experience managing or implementing similar programs that involve building relationships with government, non-governmental organizations, and other stakeholders
- Experience supporting USAID-funded programs preferred
- Strong interpersonal, managerial, and written communication skills
- Demonstrated leadership, versatility, and integrity
- Fluent English required
