TEAM LEADER (Humanitarian Response)

CARE Caucasus is looking for a Team Leader for four months’ period to coordinate humanitarian response in Armenia and Azerbaijan, supervise the implementation of the project, support local partners in charge of implementing the response, and consolidate the in-depth assessment process, coordinate the representatives in Armenia and Azerbaijan, and collect and combine the information from the projects in both countries to inform CARE’s further response. The position will be based in Tbilisi with occasional travels within the region.

She/he will report to the Mission Director in Tbilisi. She/he will be responsible for the quality and effectiveness of CARE’s emergency response within her/his designated area of responsibility, and will ensure that CARE policies and protocols are implemented.

The project strongly integrates gender and women empowerment principles in all activities. Project activities will be carried out in a gender-sensitive way, focusing on the specific needs and risks of women and girls.

Roles and Responsibilities

The main responsibility of the Team Leader is to provide strategic leadership for CARE’s humanitarian response and ensure achievement of the humanitarian project goals and objectives. It includes:

1. Managing CARE country coordinators and project staff in Armenia and Azerbaijan:

· Provide leadership and team building and coaching for country coordinators and other staff supervised to ensure they understand and contribute to the goal of the project and program.

· Directly supervise the activities of the Coordinators of project components, sector specialists, project partners, finance, assets, etc.

2. Overseeing planning and implementation of response to the crisis with CARE International Emergency Relief Fund and other possible funding during contracted period.

· Lead the overall personnel and ensure program quality, lead overall project activities and day-to-day management in order to achieve all program objectives in a timely manner, manage project budget.

· Oversee all components of the program, including advocacy and coordination at regional level, civil society organizations, international and domestic non-governmental organizations working in the area and on humanitarian sector.

· Provide technical leadership and guidance in the area of humanitarian assistance sectors.

· Provide strategic support to CARE’s mid-term response and setting-up relevant mechanisms.

· In collaboration with CARE coordinators and local partners in Armenia and Azerbaijan, identify technical and organizational development assistance requirements for the project.

· Oversee the implementation of region level need assessment with CARE Caucasus proposed methodology and assessment plan, combine the data from coordinators and participate in drafting the report.

· Based on the analysis, participate to prioritize the target areas for CARE intervention and support and supervise field data collection process (community group discussions, focus group discussions).

3. Monitoring and project quality

· Coordinate the functioning of a project monitoring system to track the progress and measure the impact of ongoing project interventions.

· Overview of the monitoring system of the distribution process.

· Organize regular project status update with the partner, and share action points.

· Consolidate and overview monitoring reports from the country coordinators.

· Ensure that CARE policies and procedures are followed.

· Ensure humanitarian principles are adhered to by local partners.

4. Program (response) development

· Develop the CARE Caucasus response plan for humanitarian crises with active communication CARE Regional management unit and CO.

· Develop and maintain linkages with all key stakeholders.

· Provide CARE office in Tbilisi with updated information on actors involved in the response (who does what and where), needs and gaps, and maintain ongoing surveillance of the developing humanitarian emergency situation and recommend activities accordingly.

· Represent CARE at relevant humanitarian platforms.

5. Implementation of CARE Safeguarding policy

· Ensure that all partners’ members understand and abide by the CARE International Safeguarding Policy: Prevention from Sexual Harassment, Exploitation and Abuse, and Child Abuse.

· With support from CARE specialists, she/he will monitor the development and implementation of PSEA/Child Protection reporting mechanisms at local level, in close coordination with other NGOs

Qualifications:

Education/Training

University degree in Management, Development studies, Governance or other relevant field.

B) EXPERIENCE

· 3 – 5 years of humanitarian aid experience, specially conflict-sensitive contexts.

· At least 5 years’ experience in project management; program and policy development in an international setting.

· Proven leadership and people management skills, including a minimum of 3 years’ experience in a project / program leadership.

· Demonstrated ability to effectively manage a diverse team, demonstrated ability to create and maintain effective working relationships with donors, partners, civic society organizations, local community-based organizations, host government officials, media, and other stakeholders.

· Experience in the Caucasus region and knowledge of the political, economic and social context of the region.

· Knowledge in conflict sensitivity and experience working in the region.

· Knowledge of CARE policies and procedures, Sphere and the Red Cross/ NGO Code of Conduct, CHS desired.

· Strong understanding of the humanitarian emergency operating context, including Sphere, the humanitarian system, donors, security, civil military liaison and program management.

Technical skills

· Fluency in written and spoken English, intermediate knowledge of Russian, knowledge of Georgian language desirable

· Strong computer skills in MS Office applications

· Data management

· Reporting **

Technical Competencies

· Ability to work independently and as a team player who demonstrates leadership and is able to support and train local staff and able to work with disaster affected communities in a sensitive and participatory manner.

· Experience in working with local partners.

· Experience in complex decision-making.

· High level of expertise in representation.
