Context:

Irregular migration along the Central Mediterranean route remains dangerous for many migrants. Many migrants report exploitation and human rights abuses, including human trafficking, during their migratory journey.

To meet these challenges, the European Union (EU) and the International Organization for Migration (IOM) have developed the Joint Initiative for Migrant Protection and Reintegration in Africa (hereinafter “Joint Initiative”). Implemented in 14 countries (Burkina Faso, Cameroon, Chad, Côte d'Ivoire, Ghana, Guinea, Guinea Bissau, Libya, Mali, Mauritania, Niger, Nigeria, Senegal and The Gambia) through 14 specific actions, it aims to protect the security, dignity and rights of migrants along this important and dangerous migration route and to help in improving the reintegration of returnees through an innovative approach.

This is to be achieved through different types of interventions including protection and assistance to vulnerable and stranded migrants, assistance for voluntary return, and support for sustainable reintegration in the communities of origin, the dissemination of accurate information on migration to migrants, potential migrants and communities, and the collection of data on migration flows. The Initiative aims to strengthen the technical and material capacities of authorities and organizations involved in these areas so that they can ultimately take over the policies and programmes related to the protection and reintegration of migrants developed and/or strengthened in the region, with a view to improving the governance of migration in the region.

In Niger, IOM currently implements the Migrants Response and Resource Mechanism (MRRM), providing dignified and informed direct assistance to migrants transiting through Niger, including after returning from Libya and Algeria.

The objective of the MRRM is to support Niger’s response to complex migration flows by promoting economic and social development through circular, regular, and safe migration. The MRRM is a comprehensive mechanism that is comprised of activities aimed at protecting the life of migrants while promoting viable alternatives to migration, informing individuals about safe migration and encouraging activities that ensure that migrants can actively contribute to the economies in their countries of origin.

Under the overall supervision of the Chief of Mission, and the direct supervision of the MRRM Program Manager, and in close coordination with the Monitoring and Evaluation (M&E) Officer and the Regional Awareness Raising Officer in IOM’s Regional Office in Dakar, the successful candidate will be responsible for coordinating the provision of accessible and timely information to migrants in IOM’s transit centres and along the migratory routes about the different aspects of irregular migration, so that they are able to make informed decisions. Moreover s/he will facilitate and support the integration of accountability of IOM’s support, such as Accountability to Affected Populations (AAP), which includes feedback and complaints mechanisms amongst others, in all aspects of the MRRM response.

Core Functions / Responsibilities:

  1. Assist in developing Communicating with Communities (CwC) activities in line with AAP objectives and MRRM and EU communication requirements, with clear deliverables and milestones.

  2. Identify CwC and AAP opportunities and gaps, including mapping and analysis of communication approaches done by other partners and recommend best practices.

  3. Assist in developing information dissemination activities aimed at increasing knowledge among migrants and potential migrants on their rights and obligations, using different media and communication platforms and tools, in close coordination and collaboration with the MRRM manager, the media and communication unit, protection and operations officers.

  4. Coordinate the effective implementation of sensitization activities in all Orientation Offices in Niger and participate in expanding community outreach to new locations if needed, in response to emerging migration trends.

  5. Implement tools to monitor and evaluate the implemented outreach activities and the strategy as a whole and draft regular reports on activities and documentation for donor reporting/visibility tools.

  6. Improve sharing / dissemination of information through two-way communication with migrants, potential migrants, returning migrants, host communities and other relevant stakeholders.

  7. Work closely with the M&E Officer to help establish and strengthen AAP measures that facilitate communication with migrants, in collaboration with the Protection team.

  8. Undertake travel duties as required and compile field monitoring reports highlighting implementation challenges and solutions.

  9. Liaise with international, governmental, and non-governmental counterparts at national and regional level as required.

  10. Facilitate the integration of cross-cutting issues such as gender and that women, children, and other vulnerable groups are considered in the programme’s activities.

  11. Contribute to resource mobilization efforts, researching potential new project opportunities and contributing to the preparation of new project proposals.

  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Communications, Political Sciences or Social Sciences, Business Administration, Migration Studies, International Relations, Law or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in in community-based or community mobilization work in humanitarian context;

• Experience in communications, community outreach, sensitization campaigns and community engagement;

• Experience in liaising with local authorities, migrants, and hosting communities;

• Familiarity with the west African region is an asset;

• Sound understanding and/or previous experience related to migration in West Africa is an added advantage.

Skills

• In depth knowledge of the broad range of migration related subject areas dealt with by the Organization;

• Sound understanding of CwC and AAP tools and procedures;

• Excellent knowledge of media and communication;

• Excellent writing and analytical skills;

• Solid management skills;

• Strong computer skills.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English and French is required (oral and written). Working knowledge of French and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
