The Moderate Voices of Peace project is an anticipated 5-year, USAID-supported media messaging and communications cooperative agreement that will cover Burkina Faso, Chad and Niger, with an expansion to Cameroon in Year 2. A continuation of Equal Access’ ongoing peace and tolerance work in these countries, the goal of the anticipated project is to amplify moderate voices of peace and tolerance as part of a broader effort to reduce vulnerability to violent extremism in the Sahel. Specific objectives include:

  1. Strengthening positive local narratives.
  2. Increasing dialogue and exchange on CVE and peace concepts.
  3. Expanding access to information.
  4. Promoting citizen/government dialogue.
  5. Enhancing regional collaboration among media actors.

The Director of Finance and Administration will be based in Ouagadougou, Burkina Faso or Niamey, Niger. This individual will provide overall financial and administrative management for a project budget of $15-25 million over five years. The position is contingent on funding and final award by USAID.

Principal Duties and Responsibilities

· Provides overall project management for finance, accounting and administration activities.

· Ensures compliance with USAID requirements, Equal Access’ internal regulations and local laws and practices across project offices in Burkina Faso, Chad, Niger and later Cameroon.

· Trains, supervises and mentors finance and administration staff.

· Produces and/or reviews timely and accurate financial reports, including preparation of monthly financial reports and donor reports in accordance with donor guidelines, with QuickBooks software.

· Develops and manages project budget. Conducts budget forecasting in collaboration with senior project staff.

· Manages bank accounts, local transfers and payments to suppliers and staff (e.g., payroll).

· Oversees all project procurement and contracting, ensuring compliance with USAID requirements and Equal Access protocols.

· Supervises the coordination of all in-country and international travel.

· Ensures expense reports are properly submitted, and that all expenses are reasonable, allocable and conform to financial principles and guidelines.

· With input from appropriate project staff, maintains cash forecasting system to ensure adequate funds are available to execute project activities.

· Provides relevant financial data and analysis to monitoring and evaluation team to inform results-based management and impact documentation.

· Develops and oversees maintenance of a project filing system for financial and administrative documents in both soft and hard copy.

Qualifications

· 7+ years of senior management and financial management experience required, preferably for USAID-funded projects with budgets of $10M or greater.

· Degree in relevant area required; MBA degree and/or CPA highly desired.

· Experience overseeing financial activities, human resources and grants management in Sub-Saharan Africa, preferably in the Sahel. Knowledge of sub-award management and procedures and QuickBooks software.

· Demonstrated expertise with USAID financial rules and regulations.

· Proven ability to supervise, mentor and support staff.

· Excellent written and oral communications skills.

· Professional fluency in English required.
