Project Summary:
The Youth Connect activity is one of several activities supporting USAID's Bridge project, devoted to addressing the development challenges at the nexus of countering violent extremism and resilience. The goal of the activity is to equip vulnerable young women and men in Niger with technical and life skills, networks, and capital for increased strategic economic opportunities. This objective supports the overall Bridge project purpose, which is to address critical unmet needs that are the main drivers of violent extremist recruitment in the Sahel: poor governance, lack of economic opportunity, and perceived exclusion from the benefits and services provided and facilitated by governments in the region.
Position Summary:
The Office Manager will be responsible for overseeing areas of procurement, operations and administration out of Burkina Faso. S/he will organize and coordinate office administration procedures in order to optimize program effectiveness and efficiency. The Office Manager will be responsible for intra-office communication, streamlining administrative and operational procedures, inventory control management and staff supervision.
Reporting & Supervision:
The Office Manager will report to the Deputy Chief of Party.
Primary Responsibilities:
- Oversee all program operations, including administration, human resources, procurement and logistics, IT, communications, and grants management out of Burkina Faso;
- Ensure program operations, work plans and activities out of Burkina Faso are in alignment with established project policies and expectations; maintaining constant communication and coordination with Country Director;
- Maintain comprehensive procurement files, including solicitations, proposals, evaluations, award documents, official contracts and correspondence on all procurements, following policies and local law;
- Supervise and verify the procurement of materials according to the needs of the project; including full scope partner vetting and quality compliance assurance in accordance with U.S. Government (USG) rules and regulations as well as Creative procurement processes;
- Compile and review budgets, solicited quotations, negotiations, and analysis to recommend vendors for delivery of goods and materials to grantees; oversee delivery and tracking of procurement and inventory; and
Manage office services by ensuring office operations and procedures are organized, correspondences are controlled, filing systems are designed, supply requisitions are reviewed and approved and that clerical functions are properly assigned and monitored.
Required Skills & Qualifications:Bachelor's degree in related field preferred. High school diploma required;
At least eight (8) years of general work experience;
At least four (4) years of procurement experience and four (4) years of management experience;
Experience working on USAID or similar internationally fundedprograms;
Strong knowledge of USG procurement rules and regulations;
Strong ability to use and develop management and tracking systems;
Strong communication skills;
Verbal and written working proficiency in English; and
Fluency in French.
