Job Title: Global CMAM Surge Advisor
Reports to: Niger Country Director or Concern Senior Nutrition Adviser depending on final location.
Liaises with: ERNE project Coordinator, Nutrition Advisor in country and Nutrition and Health teams in Strategy, Advocacy, and Learning Unit

Job Purpose:
In 2012, Concern Worldwide developed and piloted the Community-based Management of Acute Malnutrition (CMAM) Surge approach. The approach compliments routine CMAM services by using health systems strengthening (HSS) principles to ensure that health systems are able to better respond to and anticipate increases in demand for acute malnutrition treatment services.
Since the initial pilot in 2012, the CMAM Surge approach has been introduced in 13 countries across the globe with support from a wide range of NGO and donor partners. Scale-up has been especially rapid and widespread in francophone west and central Africa, leading to the creating of a Regional Task Force in 2018.
At global level, a Global CMAM Surge Technical Working Group (TWG) was launched in May 2019 to help further consolidate learning across regions. The TWG has also developed a work plan and plans to create a learning agenda to guide the generation of evidence and best practice to fill identified gaps in the approach. It also seeks to further develop and strengthen the approach through specific testing of programmatic approaches and tools.
The role of the Global CMAM Surge Advisor will be to:
Provide technical assistance to Concern Niger staff, partners, donors, and government stakeholders in countries currently implementing CMAM Surge and those who wish to introduce CMAM Surge, and in particular countries under the ECHO ERNE program, ensuring consistent application of the methodology and quality of the approach’s implementation
Document learning and lead the creation and revision of CMAM Surge and Health Surge tools and guidance, in close consultation with the CMAM Surge Regional Task Force, Global Technical Working Group, and Concern HQ-based Nutrition Advisors
Identify areas for program innovation and contextualization, including support to the development and refinement of a new Health Surge approach
Key Responsibilities:
Serve as the main representative for Concern in the Regional CMAM Surge Task Force.
Coordinate Global CMAM Surge Technical Working Group activities, in consultation with other HQ-based Nutrition Advisors.
Provide technical assistance to both Concern Niger staff and partners, donors, and country governments interested in the CMAM Surge and/or Health Surge approach, and in particular to Concern country programs implementing ECHO ERNE.
Coordinate the planning of regional and global CMAM Surge learning events.
Provide technical assistance to the coordination of CMAM Surge partners, specifically in Niger but also in other countries as requested.
Serve as a resource person for CMAM Surge within the organization; share key information and updates from Concern Niger and ECHO ERNE countries with other technical staff; and coordinate with Concern technical advisors as appropriate.
Support Concern staff to present key lessons learned and technical developments externally.
Skills and Experience Required:
Essential:
Minimum Master’s degree in either nutrition, public health, or health systems strengthening
At least three years’ experience in a relevant overseas position.
Experience in the development and implementation of CMAM Surge or related health systems strengthening approaches in low resource settings
Proven record of experience in capacity building of staff of various levels (NGO and donor partners; national, district, and health facility staff).
Good communications skills, able to build strong relationships with the various actors at global, regional, and country levels
Experience in playing a key role in working groups, task forces or coordination at national and/or regional level
Professional level proficiency in spoken and written French and English
Working independent, good self-management and working towards tight deadlines.
Being pro-active.
Willingness to travel up to 60% of the time, including travel within Niger
Desirable:
Previous experience working in Sub-Saharan Africa.
Experience in working collaboratively with diverse actors such as research organizations, NGO head office and country teams, government representatives
Experience in evaluating cost-effectiveness of health systems strengthening interventions
Experience with project management and donor compliance (e.g. reporting, contract and procurement basics)
