Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context
The Bridge Youth Connect programme (BYC), is a youth livelihoods programme, funded by the USAID, with the overall objective to create improved skills and economic opportunities for young women and men in Niger and Burkina Faso.
Under the overall supervision of the Chief of Mission of IOM Niger, and direct supervision of the Chief of Party, BYC, the successful candidate will be responsible for conducting a market assessment on local livelihood opportunities, identified skills gaps and overseeing and developing demand-based skills training.
Core Functions / Responsibilities
- Working closely with the Chief of Party, the Capacity Development Specialist will support the development of strategies and approaches for effective capacity development for youth employment in Niger and Burkina Faso.
- Identify specific trainings, tools, partners and gaps related to youth livelihoods and demand-driven skills building for the local context.
- Develop capacity development materials and processes for specific areas/topics identified as needed for the capacity development of partners, and beneficiaries including training, mentoring and coaching of partners, peer learning, and other methodologies.
- Provide training and mentoring to local Nigerien and Burkinabe partners as needed for capacity development and youth employability programming.
- Support capacity development-related activities that equip youth in Niger and Burkina Faso with market-relevant skills to prepare them for sustainable livelihoods which link youth to jobs, market information networks and business coaching and allow youth groups to interact more effectively with local governance and community structures.
- Support the program team to ensure that the strategic program direction are done in accordance with the work plan and timelines for deliverables.
- Contribute to the development of annual workplans, performance monitoring systems and tools, and writing of program reports.
- Support the Chief of Party with other activities as needed.
Required Qualifications and Experience
Education
- Master’s degree in Curriculum Development, Political or Social Sciences, International Relations Development Studies, or a related field from an accredited academic institution with five years of relevant professional experience; or
- University degree in the above fields with seven years of relevant professional experience.
Accredited Universities are the ones listed in the UNESCO World Higher Education Database.
Experience
- Experience in project monitoring, evaluation, and learning activities;
- Background in developing and delivering trainings and training curricula for capacity development;
- Proven ability to work effectively in a complex collaborative environment, including government stakeholders.
- Ability to handle multiple tasks efficiently, perform under pressure, and work with diverse staff.
Skills
- Strong analytic and organizational skills; strong creative and innovative thinking skills;
- Exceptional writing skills and experience in contributing to proposals.
- Strong organization, planning, communication, and presentation skills.
- Superb collaboration, diplomatic and interpersonal skills.
Languages
IOM’s official languages are English, French and Spanish. For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
