The purpose of the five-year anticipated program is to provide support to Georgia to develop industry relevant human capacity that will contribute to high-value employment opportunities and increased economic competitiveness in Georgia. The mismatch between the skills of Georgia’s current workforce and the actual needs of the economy is a significant driver of unemployment, underemployment, and disengagement of young adults from economic activity in Georgia and is symptomatic of limited private sector engagement in skills development. As such, the anticipated project will 1) Strengthen private sector engagement in skills development; 2) Establish long and short-term high-quality training programs; and 3) Replicate proven training programs in areas outside of Tbilisi/rural areas.
Position Description:**
The Deputy Chief of Party (DCOP) will be responsible for the day-to-day operations on the project and provide overall technical and programmatic support to the program, supervise operations and finance personnel, primary responsibility for compliance with USAID and FHI 360 Rules & Regulations, while ensuring high-quality service delivery, outreach, and staff capacity building. Under the Chief of Party’s (COP) strategic direction, the DCOP will foster cross-fertilization between technical teams and project outreach personnel and ensure program delivery of expected outcomes and milestones. The DCOP supports COP and partners as necessary to cultivate relationships with the government counterparts to advance program objectives ensure smooth implementation of program activities. This position will report to the COP and will be based in Tbilisi, Georgia.
Job Summary and Responsibilities:
- Cooperate closely with the COP on all technical matters;
- Lead the response to the specified deliverables, goals of grant agreements, ensuring achievements are conducted in a timely manner and in full support and compliance with FHI 360 and USAID grant requirements;
- Promote sustainability of project activities with effective networking, coordination and linkages to other programs, partners and counterparts, capacity building of project staff, and institutional strengthening of implementing partners;
- Develops formal reporting system to communicate results of audit activities to management and regulatory compliance agencies and provides leadership and technical guidance for compliance.
- Provides oversight with strategic direction, process improvement plans, financial reporting, budgetary planning and procedures, audit reviews and financial controls.
- Develops and implements policies and procedures to ensure compliance and efficiency with government regulations.
- Approves procurement requests and manages financial tools used for reporting program expenditures in compliance with regulatory requirements.
- Contribute to the preparation of annual work plans and progress reports in a timely fashion for submission to USAID;
- Manages that project technical and operational teams to ensure high quality and timely implementation of activities according to the workplan;
- Provide project level support and management during absences of COP.
Qualifications:
- Master’s degree (or foreign equivalent) in Economics, International Development, Social Sciences, or a closely related field form an accredited university required;
- Minimum 7 years of experience required working on development activities with donors, education institutions, and/or private sector foundations.
- Minimum of 5 years required in the design, management and implementation of skills development, workforce development, education or development projects.
- Demonstrated knowledge of USAID rules, regulations, policies, and procedures as they relate to project and program compliance and reporting.
- Demonstrated experience required in performance monitoring, tracking data quality, data management, and/or training in performance management topics.
- Demonstrated ability to manage projects, consultants, set realistic priorities, and plan for the successful implementation of programs required.
- Demonstrated ability to work well with others and to develop and maintain positive working relationships withand among project staff, subcontractors, consultants, and recipients of assistance required.
- Strong interpersonal, analytical, and communications skills required.
- Excellent oral and written communication skills in Georgian required.
- Fluency in oral and written English required; additional Russian language proficiency preferred.
