The MMC is a leading source for independent and high-quality data, information, research and analysis on mixed migration. Through the provision of evidence and expertise, the MMC aims to support agencies, policy makers and practitioners to make well-informed decisions, to positively impact global and regional migration policies, to contribute to protection and assistance responses for people on the move and to stimulate forward thinking in the sector responding to mixed migration.
The MMC is developing a Briefing Paper on community dynamics around migration in Niger’s region of Zinder.
See Annex A Terms of Reference for further information on the background to the study.
1.Objectives
The overall objective of the Briefing Paper is to gather and analyze qualitative data from a broad array of community members (including returned migrants, government officials, civil society, other citizens) in order to explore how policy responses to migration from Zinder’s region in Niger have affected community dynamics around migration, and what this has meant for the opportunities and constraints that community members face as they pursue livelihoods and other life goals. A comprehensive case study on the response to this specific migration phenomenon can contribute to wider policy debates on the intersection of development programming and migration management and on the impact of return policies on migrants and their communities.
The specific objectives of the Briefing Paper are the following:
- Enrich understanding of the community structures that govern migration, and how these are connected to the state, international actors, and to community members.
- Elaborate on how communication takes place around issues related to migration, returns and development programming among community leaders, community members and returnees.
- Identify linkages between ongoing and planned development programming and migration management, and explore community perceptions of these linkages.
- Gather information on the reintegration experience of returnees from Algeria, how they see and present themselves, and how they are perceived by others.
- Gain insight as to what extent Algeria is still viewed as a country of destination, and to what extent community members see staying at home as a viable/desirable option.
2.Purpose
MMC is seeking to recruit a consultant to prepare and oversee the fieldwork in Niger (Kantche) and draft the Briefing Paper.
3.Key Responsibilities
The main tasks of the consultant will be:
- Comprehensive literature review
- Identification of research locations with local researchers in conjunction with the MMC
- Development of qualitative research tools in coordination with MMC West Africa
- Training of local researchers to research plan, tools, approach
- Overseeing data collection
- Review/cleaning/coding of data, which will be shared with MMC
- Analysis of data and drafting of Briefing Paper in English
4.Deliverables
The Briefing Paper shall be no longer than 25 pages, written in clear English language and publishable upon completion. The consultant will adhere to the MMC editorial policy for written products and presentations.
All papers will be designed in the MMC Research Paper format and will carry the logos of MMC donors but will fully acknowledge the authorship of the consultant and give clear visibility to the consultant’s institution (if applicable).
5.Reporting Arrangements
The consultant will report directly to the MMC Mixed Migration Specialist and provide weekly updates on the research during the course of the assignment.
6.Duration of assignment
The duration of the assignment is approximately four months from mid-January 2019 to mid-May 2020. The consultant will be expected to travel to Niger for the data collection.
7.Expected profile
- Demonstrated research experience in the region with Niger specific experience preferred, including experience of fieldwork with research institutions, NGOs and IOs.
- Relevant experience in coordinating fieldwork/data collection.
- Relevant experience in analyzing qualitative data.
- Excellent analytical and reporting skills.
- Fluency in written and spoken English and French.
- Previous experience with community-based research desirable.
