Background

Georgia is a lower-medium income country, with a gross national income per capita of US$4,148 in 2018.[1] Gross domestic product (GDP) growth is 4.8 per cent and 4.7 per cent in 2017 and 2018 respectively.[2]

UNICEF Georgia Office is developing its new Country Programme Document for 2021-2025 and one of the important strategies for achieving specific results for children will be harnessing innovation and collecting evidence, in partnership with Government, other United Nations organizations, civil society, the private sector, communities and children. The private sector has a critical role to play in helping to improve the lives of children. Over the next Country Programme period, UNICEF will try to leverage the power of business and markets to benefit children, especially the most vulnerable. UNICEF will also play an active role in promoting and advancing child rights within the business sector centred on Children's Rights and Business Principles (CRBP), and the global initiative developed by the UN Global Compact, Save the Children and UNICEF.

Objective of the Consultancy:

The purpose of this individual consultancy is to:

  • Carry out a mapping of private sector partners, including thematic interests and trends which align to UNICEF Georgia's country programme priorities.
  • General overview of the current state of the economy - the most important sectors, leading companies, sectors GDP contribution, employment and geographical presence, identification of the main economic trends and potentials.
  • Overview of the normative regulatory framework, NAPs, strategies and policies and reporting obligations related to Corporate Social Responsibility in general and to child focused CSR in particular.
  • Analyze trends in the private sector donor environment and develop updated donor profiles.
  • Assess the level and nature of the impact of the business sector on children's rights in Georgia and identify sectors and companies that have the potential to develop CSR activities benefiting children.
  • Activities and Tasks:

  • Carry out consultations with UNICEF and other partners;
  • Develop a mapping methodology;
  • Conduct a desk review;
  • Carry out a donor mapping (covering key influencers, foundations, business/corporations, business associations, CSR networks);
  • Conduct an analysis of specific sectors and companies that have a significant impact on the rights of children in Georgia;
  • Develop an overview of industry sectors and companies that are currently investing most in CSR overall and in CSR activities focused on children;
  • Update UNICEF Georgia's donor relations contact list/database.

    Methodology

    Desk review, interviews with key stakeholders, Qualitative data to be collected through face to face in-depth interviews with key business partners and companies.

    The report on the private sector mapping should include the following components:

  • Executive summary which summarises the key insights and the private sector landscape deduced from the mapping study;
  • Background & context that provides the socio-economic and political context of Georgia as well as the discussion on the project objectives and context;
  • A description of the private sector landscape in Georgia;
  • Key insights from the mapping study of the private sector;
  • A description of the sectors and companies that have the potential to develop CSR activities benefiting children.
  • Recommendations on viable engagement strategies that UNICEF can employ.
  • Timeframe

    The consultancy is expected to be fully completed within a 2,5-month period.

    Responsibilities

    UNICEF's responsibilities include timely provision of all required information, guidance and feedback on all deliverables.

    The selected consultant is expected to provide products as per defined tasks and deliverables, and revise them based on feedback to be provided by UNICEF.

    Supervision

    The consultant will work under the direct supervision of UNICEF Georgia's Communication Officer and under the general guidance of the UNICEF Representative, as well as in close cooperation with other UNICEF staff as necessary.

    Qualification Requirements

  • The consultant should be based in Georgia;
  • Advanced University degree in the field of business administration, social sciences or philanthropy or any other relevant field;
  • Minimum of 7 years of professional experience in a relevant field;
  • Previous experience in carrying out donor mapping, developing partnership, resource mobilization or fundraising strategies;
  • Fluency in in written and spoken English.
  • Good knowledge of the private sector landscape in Georgia.
  • Administrative issues

  • No Travel is expected for duration of the contract.
  • Transportation within Tbilisi will be undertaken by the consultant.
  • The consultant is expected to work remotely for the duration of the assignment. UNICEF shall not provide office space to the consultant.
  • The UNICEF focal points will be jointly: UNICEF Communication Officer and selected programme officers, UNICEF Representative and UNICEF Deputy Representative.
  • Performance indicators

    The contractor's performance will be evaluated against the following criteria: timeliness, responsibility, initiative and quality of the products delivered.

    Remuneration

    The consultancy fee will be negotiated between interested applicants and UNICEF Georgia based on an initial proposal of the applicant which has to be submitted together with the application. The payment will be issued upon successful delivery of the expected results as per this TOR. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines.

    Termination of contract

    The contract may be terminated by either party before its expiry date by giving a 14 days' notice in writing to the other party. However, in the event of termination on the ground of misconduct, UNICEF will be entitled to terminate the contract immediately, without earlier notice. In case of early termination of the contract, the Contractor will be compensated on a pro-rata basis for no more than the actual amount of work completed to the satisfaction of UNICEF.
