Georgia: Provision of IT Services, Sukhumi-based

Introduction

UNICEF is engaged in Abkhazia working in the fields of health, education and child protection, with a special focus on mother and child healthcare and wellbeing. In recent years UNICEF was also supporting local partners in establishing and developing IT databases in mother and child health, primary healthcare, disability, vaccines and pediatric drugs distribution, etc. for generating reliable data in the areas of joint work for evidence-based programming and monitoring. UNICEF has also been developing a social work programme and plans to establish electronic databases to support case management as well as proving technical IT support to the social workers and their facilities in all districts of Abkhazia. In education, UNICEF has been supporting the use of technology in classrooms through the introduction of computer-based visualization software and by supporting teacher resource centers with IT equipment and support.

To continue strengthening this component of these programmes and to support UNICEF's IT infrastructure in Sukhumi, UNICEF's Sukhumi Field Office seeks to obtain services with the local IT provider in Sukhumi, Abkhazia/Georgia.

Scope of work

Under the direct supervision of the Project Officer (Health) and Chief of Field Office and in close cooperation with the Tbilisi-based IT Officer, UNICEF Team in Sukhumi, the Sukhumi-based IT service provider will provide IT support to UNICEF programmes in Abkhazia, continue technical and capacity development of the local actors related to the regular upgrade and maintenance of immunization, pregnant women, disability and other databases.

Contract period

Duration of the contract is 11,5 months starting from September 2019.

Deliverables

  • Provide IT support to pediatric, obstetric, disability, primary health care, medical colleges and other health related services in Abkhazia. To be provided throughout the contract.
  • Support local Wi-Fi networks in Sukhumi children policlinic, Sukhumi maternity, district hospitals and other healthcare institutions. To be provided throughout the contract.
  • Ensure further development and maintenance of web based network of MCH, disability, other health and social care providers in Abkhazia. To be provided throughout the contract. To be provided throughout the contract.
  • Continue the development and maintenance of disabled and vulnerable children database and monitoring. To be provided throughout the contract.
  • Maintain and upgrade immunization, pregnant women, drug use, disability and other MCH- and PHC-related databases in close cooperation with UNICEF Abkhazia FO and local counterparts. To be provided throughout the contract.
  • Expansion of data collection and establishment of the databases to accommodate planned new data collection in collaboration with df MoH, df MoE and df MoLESP with the technical support from UNICEF. To be provided throughout the contract.
  • Coordinate improvement of IT infrastructure in MCH institutions and other partners to ensure proper functioning of health and social databases. To be provided throughout the contract.
  • Ensure access of the district Mother and Child Healthcare (MCH) services and other partners to the central database server through the Internet (over 200 PCs). To be provided throughout the contract.
  • Design, develop and support databases to support Child Protection initiatives in all districts of Abkhazia To be provided throughout the contract.
  • Provide IT support to the social workers and their offices to ensure their internet access and proper functioning of their IT equipment. To be provided throughout the contract.
  • Provide IT support to the teacher resource centers to ensure that the computers, projectors and other IT equipment are functioning properly. To be provided throughout the contract.
  • Ensure the proper functioning of computers and other IT equipment that is being used to support the visualization software in schools. To be provided throughout the contract.
  • Support IT elements of the implementation of Science Technology, Engineering and Mathematics (STEM) programmes to be introduced in selected schools. To be provided throughout the contract.
  • Support to UNICEF Sukhumi FO:

  • Ensure IT equipment in UNICEF FO Sukhumi is well functioning. To be provided throughout the contract.
  • Any other IT-related tasks as assigned by the supervisor. To be provided throughout the contract.
  • Requirements:

  • Degree in computer science, physics and mathematics or other related field
  • Five years of relevant professional experience, including the development and maintenance of databases
  • Strong diagnostic and problem-solving skills
  • Good communication ability
  • Knowledge of Russian; working knowledge of English would be an asset
  • Performance indicators

    Performance will be evaluated against the following criteria: timeliness, responsibility, initiative, communication, and quality of duties and responsibilities fulfilled.

    Unsatisfactory performance

    In case of unsatisfactory performance the contract will be terminated by notification letter sent 15 days prior to the termination date. In the meantime, UNICEF will initiate another selection in order to identify appropriate candidates.

    Payment Terms and Rates

    Monthly remuneration of a consultant will be negotiated between a selected candidate and UNICEF , based on an initial proposal of a candidate. Applicants are therefore requested to submit a monthly gross remuneration proposal.

    UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputsisincomplete, not delivered or failed to meet deadlines.
