Chemonics seeks a short-term technical advisor with expertise in organizational change management for the Human Resources for Health in 2030 Capacity Building for Malaria (HRH2030 CBM) activity in Niger. The activity aims to improve country Global Fund grant performance through changes in policy or guidelines, improvements in monitoring and evaluation (M&E) systems, or reduced stock-outs through long term technical advisors (LTTAs) seconded to national malaria control programs (NMCPs). The short-term advisor will work within and with NMCPs to provide technical support to build program capacity, improve NMCP management and overall effectiveness, and ensure collaboration with in-country partners to optimize malaria interventions supported by the Global Fund. Responsibilities include:
- Assist the NMCP in implementing the recommendations from the Organizational Capacity Assessment in Niger
- Conduct desk review of relevant Niger NMCP and HRH2030 documents and reports
- Perform NMCP process mapping to understand and accurately capture the daily management of activities, including roles and responsibilities of all departments
- Assist the NMCP in strengthening HRH management, organizational capacity, and daily activity management using on-the-job training and coaching
- Lead workshops and in-person training sessions to improve the skills of all staff
- Facilitate activities related to Field Epidemiology Training Program in coordination with the Nigerien Ministry of Public Health
- Provide ad hoc support to NMCP, the President's Malaria Initiative, and USAID to improve malaria programming conducted by the NMCP
Qualifications:
- Advanced degree (master’s, Ph.D., or M.D.) in a health-related field. Specialized experience in malaria is not required, but preferred
- At least ten years of experience in progressively responsible roles designing, implementing, and managing malaria and other health programs in developing countries, with a preference given to candidates with experience in Africa
- Demonstrated experience in organizational change management
- Experience in strengthening HRH management, organizational capacity, and skills
- Demonstrated experience managing successful teams composed of experienced professionals
- Demonstrated technical leadership, program management, strategic planning, and policy experience, and problem-solving skills working on complex projects in a highly sensitive environment required
- Experience with large donor-funded public health programs, especially USAID, preferred
- Previous experience with or good knowledge of Global Fund operating procedures (proposal development and submission, M&E, and reporting)
- Ability to work effectively both independently and in a team with a broad range of local and U.S. government personnel and partners, to communicate information to both health and non-health audiences, to achieve consensus on policy, project, research, and administrative matters, and to coordinate and collaborate with donors
- Excellent verbal and written communication skills, tact, and diplomacy to establish and develop sustainable working relationships and a high level of trust with public and private organizations, and prepare regular and ad hoc reports, activity documentation, and briefing papers
- Excellent computer skills (Microsoft Word, Excel, PowerPoint, Access, and Outlook, as well as SPSS and other statistical software) required to effectively implement, analyze, monitor, and manage activity goals, inputs, outcomes, and achievements
- Demonstrated leadership, versatility, and integrity
- Proven ability to communicate clearly and concisely in English and French required
