Niger: In-Country Coordinator, Evaluation of MCC Climate Resilient Agriculture (CRA), Niger

Proposal Objective:

SI is putting together a proposal to perform an independent rigorous evaluation of the MCC Climate Resilient Agriculture (CRA) Activity ($51.5M) under the MCC Climate-Resilient Communities (CRC) Project. This independent evaluation is expected to assess the Grants Facility Sub-Activity and its two funding windows: CRA Grants and the Private Sector Partnerships. Except for the Private Sector Partnerships funding window, the CRA Activity will be executed in coordination with the World Bank-funded Climate Smart Agriculture Support Project (PASEC). The evaluation may study the interaction of the MCC-funded components of the PASEC project with those funded by the World Bank in those communes where MCC work is being conducted. Additionally, this evaluation will assess how the Grants Facility and PSP Fund components of CRA contribute to the CRC Project outcomes in the intervention areas. If executed, the independent evaluation shall also assess the Integrated Climate Resilient Investment Plans (ICRIPs) component of the CRA Activity, including how the component was implemented and whether the component helped contribute to the CRC outcomes in the intervention areas.

The period of performance is one base year, and four option periods that add up to about 6.5 years total. Estimated start date is fall 2019.

Position Description:

The In-Country Coordinator consultant will be responsible for liaising with key stakeholders in Niger, coordinating logistics, assisting the members of the evaluation team (ET) in task completion, and facilitating data collection for the ET as needed during data collection. This would be an intermittent consultancy over the period of performance.

**Please Note: This is a local position. Only Nigerien citizens will be eligible to apply.

Responsibilities:

  • Assist any foreign-based evaluation team members in communication with stakeholders in Niger and oversight and completion of tasks, such as data collection.
  • Advise the evaluation team on local context relevant to the evaluation goals, including the feasibility of the proposed evaluation design, tools, and fieldwork schedule.
  • Conduct in-person monitoring and quality assurance of data collection.
  • Participate in data collection and fieldwork, including translating and interpreting during data collection as needed.
  • Make, coordinate and confirm appointments for meetings, interviews, focus group discussions, etc. for the evaluation team.
  • Facilitate obtaining appropriate local permissions necessary to conduct the evaluation.
  • Maintain and update the meeting schedule.
  • Make logistical arrangements for in-country hotel accommodations, ground transportation, focus group discussions, etc.

Qualifications:

  • Bachelor’s degree or higher.
  • Ability or prior experience coordinating with local Nigerien institutions, government agencies, ministries, as well as NGOs and other organizations to facilitate evaluation and/or research activities.
  • Prior experience overseeing logistics for evaluation teams and/or quantitative or qualitative data collection desirable.
  • Previous experience conducting quality assurance or monitoring of household surveys, preferably in the agriculture sector.
  • Familiarity with agribusiness or climate resilient sector stakeholders desirable.
  • Able to work independently, with minimal supervision, within the context of a larger team.
  • Excellent communication and interpersonal skills.
  • Ability and willingness to travel and conduct fieldwork throughout Niger.
  • English proficiency (written and oral) required. Fluency in French, as well as local Nigerien languages required**.**
