Chemonics seeks a country liaison for the anticipated Good Governance Fund (GGF) Programme, jointly funded by the United Kingdom’s Department for International Development and the Foreign Commonwealth Office. The £15 million, 3.5-year programme’s primary objective is to build resilience in targeted countries by providing support for domestic reform agendas which reduce corruption; promote transparent and accountable institutions; and build open, inclusive economies and societies. The programme will deliver high-quality technical expertise to ministries and government officials to strengthen domestic capacity to deliver, champion, and unblock reforms to increase effectiveness of political and economic institutions in Armenia, Georgia, Ukraine, Moldova, Serbia, Bosnia, and North Macedonia. The Georgia and Armenia country liaison will work closely with the sub-award liaison and the overall GGF team and with government representatives, other GGF component teams, and key stakeholders across the governance and economic space to provide technical support as needed. This role will be based in Tbilisi, Georgia with travel to target areas as required. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
- Act as primary point of contact for local short-term technical assistance and subcontractors in country of assignment
- Advise and be responsible for implementing a governance and economic reform programming that is suitable to the context of government and market actors in the country; oversee the design, creation, testing and revision of project materials
- Develop detailed project work planning for activities such as peer-to-peer mentoring, trainings, and workshops, including participant support material
- Support detailed work planning with budget inputs tailored to local contexts
- Facilitate in-country project activities, and other performance improvement interventions, as needed
- Process and coordinate payment of local short-term technical assistance and subcontractors
- Supervise and ensure that project and supervision activities are monitored and evaluated as part of the GGF strategy
- Provide technical support to regional stakeholders on delivering and integrating GGF activities into participating organisations, with a focus on quality assurance
- Support the development and implementation of quality improvement approaches and tools in alignment with country guidelines and in consideration of existing quality assurance efforts within the country
- Coordinate the development of standard operating procedures for quality assurance with inputs from various departments at each level of government, including, but not limited to, citizens, government representatives, development partners, civil society organisations and academia
- Capture and apply lessons learned and document success stories for reporting and sharing among implementing partners
- Create performance improvement plans based on concerns or under-performance in delivery and guideline adherence
- Conduct supportive supervisory visits to provincial capitals
Qualifications:
- Advanced degree in in public administration, municipal governance, public policy, journalism, or related field, or equivalent work experience
- Senior-level experience working in the governance or economic space, and specifically on barriers to reform related issues, preferred
- Mid- to senior-level experience in quality assurance, specifically with governance and economic programmes in the public sector in Georgia and/or Armenia
- Experience in adult performance improvement programme design and delivery, including training of trainers, administration, implementation, and curriculum development.
- Ability to prepare and conduct training effectively
- Ability to work collaboratively and effectively with government stakeholders
- Demonstrated leadership, versatility, and integrity
