PSI seeks entrepreneurial, results-driven candidates for the position of Reproductive Health Technical Advisor, Niger. This position will provide technical assistance to the Family Planning/Reproductive Health Department at the PSI Niger in the implementation of a large-scale reproductive health project focused on increasing access to post abortion care and use of long-term family planning methods. The Reproductive Health Technical Advisor will have broad experience in the design, implementation, monitoring and evaluation of reproductive health programs including PAC or safe abortion, experience in training, expert knowledge in the project’s product and service areas, and expert knowledge in the development of communications strategies based on disciplined use of consumer research. The position will be based in Niamey and reports to the PSI Country Representative.
RESPONSIBILITIES:
The Reproductive Health Technical Advisor will provide technical assistance to PSI Niger and his/her responsibilities include but are not limited to:

  • Develop a strategy about how to increase post abortion care services through the private sector network providers;
  • Advocate with PSI staff for harm reduction implementation and support for safe abortion within the legal context ;
  • Advocate with the MOH for the inclusion of medical abortion into the MOH guidelines for the provision of safe abortion, and for approval for registering MA, and for piloting a harm reduction pilot in a government health facility;
  • Provide leadership and guidance to the WHP project manager in PSI Niger;
  • Implementation of franchised family health services;
  • Coordinate technical training and support for new and existing health franchises in LARCs, and PAC (miso and MVA);
  • Work with relevant PSI staff to ensure procurement of appropriate misoprostol and assure quality testing;
  • Work with relevant PSI Niger staff on sales and distribution strategies and medical detailing training and strategies;
  • Develop and implement strategies for increasing uptake of long-term methods (IUDs and implants);
  • Develop and/or contribute to knowledge management efforts and lesson sharing across PSI platforms;
  • Maintain external relations as needed with donor, government, NGO, and commercial entities and
  • Draft financial report and any other reporting as required by donors and PSI/Washington.
    QUALIFICATIONS:

  • Minimum five years work experience in a developing country;

  • Proven success in management of complex operations in a challenging developing country environment;

  • Experience in managing international health and/or family planning programs and PAC/safe abortion programs;

  • Health franchising experience preferred;

  • Knowledge of international development and reproductive health issues including PAC and safe abortion;

  • Familiarity with the international donor community;

  • Fluency in English and French; and

  • Relevant post-graduate degree (MBA, MIA, MPH, etc.)
    The successful candidate will be a creative, innovative and strategic thinker, and will have: excellent communication, analytical, organizational, interpersonal and cross-cultural skills; a strong interest in private sector approaches to development; and a proven ability to produce results and meet objectives under difficult circumstances.
