Context:
Under the overall supervision of the Chief of Mission (CoM) in Niger and the direct supervision of the Programme Manager (IBM) based in Niger, the successful candidate will be accountable and responsible for assisting with the planning, development, coordination, monitoring and evaluation of the Immigration and Border Management (IBM) project “Engaging communities in border management in Niger”, funded by the State Department.
Core Functions / Responsibilities:
- Supervise project team support staff in implementing activities, including reporting, monitoring and evaluation.
- Coordinate and monitor the project Engaging communities in border management in Niger Phase II & Phase III.
- Support Chief of Unit in planning, coordinating, implementing and monitoring other IBM portfolio activities.
Undertake duty travel, in line with prevailing security restrictions, relating to project assessments, liaison with counterparts, and project implementation, as required.
Prepare and coordinate regular project reports in a timely manner and in accordance with IOM Niger, Regional Office (RO) Dakar and donor formats, in close coordination with the Chief of Unit, the Donor Liaison Officer as well as the Monitoring and Evaluation Officers based in the national and regional office.
Ensure adequate information management on project related activities including project awareness raising and visibility; regular updates, summaries, press releases and other relevant materials, in coordination with the donor and IOM’s Media and Communication Division (MCD).
Participate in relevant conferences, workshops, steering committees, policy and technical working groups, as well as other forums to ensure proper coordination and presentation of IOM activities.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Sciences, Law, International Relations or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Experience in report writing and project development participation;
• Experience in liaising with Government authorities, other national /international institutions and donors (including, preferably, EU institutions and civil society organizations);
• Knowledge and working experience in the Western and Central African (WCA) region a distinct advantage.
Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English and French is required (oral and written). Working knowledge of Spanish is an advantage.
Note
Extensive travel in the field and across the region for monitoring and evaluation will be required.
