Context:
In accordance with the overall directives of the Chief of Mission, under the direct supervision of the Niger Community Cohesion Initiative (NCCI) Programme Manager/Chief of Party (CoP), and in close coordination with the Senior Resources Management Officer in Niamey, the successful candidate will be responsible for the coordination of logistics and procurement activities related to the NCCI program.
S/he will report directly to the NCCI Programme Manager and will have overall responsibility for providing logistical and procurement support to the successful implementation of the NCCI, in accordance to IOM general principles of:

• Best Interest of IOM.
The NCCI is funded by the U.S. Agency for International Development (USAID) Office of Transition Initiatives (OTI). Through NCCI, IOM seeks to improve community stabilization in order to foster an enabling environment for sustainable peace and traditional development programmes. To achieve these objectives, NCCI designs and implements small-grant activities through a process-oriented, community driven approach that emphasizes project processes.
Core Functions / Responsibilities:
Conduct procurement and logistics actions related to the NCCI including the supervision of relevant staff based in the Niamey office as well as in program Sub-Offices.
Implement service- and support-oriented procurement management systems for NCCI grant activities, including procurement, contracting and logistical support.
In accordance with programme requirements, donor regulations, and IOM procurement policies & financial guidelines, update and ensure the application of a catalogue of procedures governing procurement, contracting and logistics activities for NCCI programming.
Maintain centralized records of all aspects associated with procurement and logistics of NCCI grants implemented in program areas of operation to ensure that the highest standards possible are followed.
Monitor, follow up on and liaise with the NCCI Grants Officer and Senior Field Coordination Assistant on the status of procurement, contracting and logistics activities.
Implement internal tracking systems to ensure expenditures are properly coded to grants.
Utilize standardized forms for bidding and tendering processes.
Assist programme management in preparing RFQ’s, Purchase Requests, BASs, and review purchase receipts, quotations, bids and proposals, evaluations and negotiations of all goods and services to ensure compliance with IOM procurement regulations.
Identify service providers and evaluate information regarding vendors’ performance in the areas of quality, prices and delivery of goods in view of the Organization's best interests; maintain and update databases of preferred suppliers.
Maintain and update a pricing list for most commonly used items for the programme.
In program coordination meetings, recommend improvements to grant implementation activities and procedures, and on increasing the efficiency of NCCI contract tendering mechanisms.
Working with the IOM Mission, the RMO and relevant government offices, ensure all paperwork and procedures are followed for customs and duty exemptions.
Regularly review existing procedures to identify gaps and areas for improvement. Maintain appropriate internal control mechanisms to safeguard the organization’s assets.
Assist in the coordination of vehicle controls, supervision of drivers, and management of staff movements.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Business Administration, Management, Logistics, Procurement or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
• Certification in Procurement, Logistics or Supply Chain management is an advantage.
Experience
• Progressive responsible experience in managing diverse procurement and logistics operations;
• Experience supervising staff and coordinating activities;
• Strong degree of computer literacy;
• Good knowledge of SAP/PRISM;
• Strong analytical, planning and people management skills;
• Ability to prepare clear and concise reports;
• Excellent communication skills;
• Ability to lead and coach individuals;
• Ability to work effectively and harmoniously with colleagues from various cultures and professional backgrounds.
Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English and French is required (oral and written). Working knowledge of Spanish is an advantage.
