Georgia: Head of Programmes-Caucasus

A. BACKGROUND

People in Need is a Czech non-governmental organization that provides relief aid and development assistance, while working to defend human rights and democratic freedom. It is one of the largest relief and development organizations in Central/Eastern Europe and has administered projects in 37 countries over the past 20 years. People in Need has been working in Georgia since 2005 with offices in Tbilisi, Kutaisi and Stepantsminda; and in Armenia since 2003 with an office in Yerevan. PIN is implementing projects in the field of rural and agricultural development, social inclusion, migration and civic engagement.

People in Need opens the position of Head of Programmes to be responsible for overall programme quality and development of both Georgia and Armenia missions, in close coordination with the Head of Mission Georgia/Armenia.

B. SUMMARY OF DUTIES

The Head of Programmes will work with the Head of Mission to ensure the quality of projects implemented by PIN in Georgia and Armenia, and support the growth of both missions.

C. DUTIES AND RESPONSIBILITIES

The Head of Programmes will work in close coordination with People in Need’s senior management in Georgia and Armenia, namely the Head of Mission and Head of Operations. He/she shall in particular work to:

  • Establish and strengthen the monitoring and evaluation (M&E) system of projects, build capacity of project staff on M&E and accountability mechanisms
  • Collect and promote learning from the missions (best practices, findings from evaluations, evidence on impact) and keep the project archive (soft and hard versions)
  • Support process of proposal writing, involving staff in programme development, identifying new funding opportunities
  • Build capacity of PMs on donor reporting
  • Map potential partners, develop a partnerships approach and strengthen potential/strategic partnerships
  • Support with recruitment of project staff / HR
  • Build the capacity of project staff on advocacy, support with preparation of advocacy plans integrated in programming
  • Support HOM with representation in specific/technical meetings
  • Support with Mission strategy update (inputs, indicators, programmatic approach)
  • Monitor the quality of project implementation directly in the field and help teams solve all emerging problems.
  • Perform other duties as may be assigned.

D. KNOWLEDGE/EXPERIENCE, QUALIFICATIONS/SKILLS AND ABILITIES REQUIRED

The successful candidate will be able to work without direct supervision, pay attention to detail and will exhibit personal commitment, drive for results, efficiency, flexibility, respect for diversity, creative thinking and problem solving. The position is open to both Georgian and expatriate candidates meeting the below requirements.

1. Knowledge/Experience

  • Minimum 4 years of international and progressive management experience in the NGO field with a focus on development work.
  • Technical expertise and experience in monitoring and evaluation an absolute must.
  • Experience of event/workshop facilitation and training of staff
  • Understanding of and experience in integrating advocacy into programming
  • Knowledge of donor rules and requirements, in particular of the European Commission
  • Experience in proposal and strategy development
  • Understanding of partnerships approaches
  • Experience of working in the South Caucasus an advantage

2. Qualifications/Skills

  • Qualification: University degree in a related field;
  • Professionalism – proven representation and negotiation skills with national level representatives and donors
  • Planning & Organizing - Ability to plan own work and manage conflicting priorities;
  • Management – Ability to manage staff and contribute to the skills and capacity building;
  • Communication - Good communication (spoken and written) skills, including ability to prepare written documents/communications in a clear, concise style;
  • Technology Awareness - Demonstrated experience with MS Office suite application and databases;
  • Teamwork - Good interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity;
  • Fluency in English (listening, reading, writing, and speaking) required. Knowledge of Georgian and/or Russian an advantage.

E. REPORTING RELATIONSHIPS

Reports to the Georgia and Armenia Head of Mission and accountable to People in Need’s Senior Management in Tbilisi and Headquarters in Prague.

F. PERIOD OF ASSIGMENT

The position is required for at least 12 months with an expected start in September 2015.

G. SALARY RANGE AND BENEFITS

Salary will be defined according to PIN salary grid depending on candidate’s experience.

Benefits include financial bonuses paid half yearly according to the performance evaluation. Benefits for Georgian staff include as well per-diems during field visits, and 60% subsidy of voluntary health insurance. Expatriate staff members are entitled to the reimbursement of travel expenses to the country of residence once per every six months of work, reimbursement of costs of visas and vaccinations, medical helpdesk and psychological consultation available on line, medical travel insurance and accommodation allowance.
