Georgia: Consultancy for supporting development of an Analytical Information Support and Monitoring Capacity in the Ministry of IDPs from Occupied Territories, Labour, Health and Social Affairs of Georgia

BACKGROUND

The Ministry of IDPs from Occupied Territories, Labour, Health and Social Affairs of Georgia (MoIDPOTLHSA) is the main government body that implements State Social Programmes in Georgia. UNICEF works closely with the Government of Georgia and MoIDPOTHLSA on the state social policy of Georgia, including the delivery of social assistance programmes, e.g. the Targeted Social Assistance (TSA), as well as on mother and child healthcare and services for children with disabilities.

MoIDPOTHLSA is responsible for several strategic governance areas in which it formulates policies and delivers programmes and services for most of the population of Georgia. Due to the complex nature of its mandate, MoIDPOTHLSA possesses a vast array of information and data, but at the same time lacks sufficient capabilities to analyse and utilise the existing information for evidence-based strategic policy making and planning. The existing gap is somewhat bridged by the existence of the unified database of socially vulnerable families based on which the TSA programme is being implemented by the Social Service Agency (SSA). The SSA is also in charge of major statistics and data collection and inventarization on other areas of MoIDPOTHLSA's competencies including health and labour. At the same time, MoIDPOTHLSA's National Center for Desease Control and Public Health (NCDC) concentrates on public health related issues and performs some analytical work in this regard. Also, due to merger in 2018, the MoIDPOTHLSA has inherited the analytical unit from the former Ministry of IDPs and resettlement. The new unit therefore requires strengthening to ensure that Analytical Information Support and Monitoring Capacity fully serves the enlarged Ministry's needs.

Against this background, there is a need to develop and institutionalize a comprehensive analytical capacity in MoIDPOTHLSA that would be able to support the Ministry's strategic policy making and programme planning. For this purpose, UNICEF Georgia and MoIDPOTHLSA agreed to cooperate and seek to recruit a team of consultants to support the Ministry in strengthening of the Analytical Information Support and Monitoring Capacity within MoIDPOTHLSA.

OBJECTIVE

The objective of the consultancy is to support MoIDPOTHLSA and UNICEF Georgia in developing the framework for an Analytical Information Support and Monitoring Capacity within MoIDPOTHLSA that would strengthen MoIDPOTHLSA's ability for strategic evidence-based policy making and programme planning.

TASKS, DELIVERABLES AND TIMELINES

Task 1:Development of the methodology and implementation plan for the consultancy. The detailed methodology should address all key points of this ToR and the implementation plan should clearly define actions and timelines.

Deliverable 1: Inception report (in English and Georgian languages) with detailed methodology and implementation plan for the consultancy.

Timeline: 2 weeks.

Task 2:Research and establish a) MoIDPOTHLSA' needs on information, statistical data, analytics and research, as well as monitoring and evaluation strategies based on the the analysis of all availabile existing information and data within MoIDPOTHLSA; b) proposed mechanism(s) on receiving and coordinating the data within MoIDPOTHLSA and its structures (including its agencies and departments), as well as with other outside institutions; c) a list of analytical products to be created by MoIDPOTHLSA and suggested frequencies of such products;

Deliverable 2: A report summarizing the above research work and describing MoIDPOTHLSA' needs, proposed mechanisms and the list of analytical products.

Timeline:3 months

Task 3:Assess and establish a capacity development needs of the MoIDPOTHLSA' analytical unit to enable the unit to carry out activities identified under Task 2, including its organogramme, necessary human resources, as well as respective job profiles and descriptions;

Deliverable 3: A report summarising the capacity needs of MoIDPOTHLSA' analytical unit with specific learning and development components, clearly defined actions and timelines.

Timeline: 2 months

Task 4: Translate the final report and all relevant annexes into English and ensure that the Georgian language original version is identical with the English language version and clearly and correctly reflects the content of the original report.

Deliverable 4: An English translation of the report and respective annexes.

Timeline: 1 month

TIMEFRAME

The consultancy is expected to be carried out within a timeframe of 9 months starting in May 2019.

SUPERVISION

The consultant team will work under the direct supervision of UNICEF Georgia' Social and Economic Policy Specialist and in close collaboration with other relevant staff of UNICEF and MoIDPOTLHSA.

PERFORMANCE EVALUATION CRITERIA

The consultants' performance will be evaluated against the following criteria: timeliness and quality of deliverables, responsibility, initiative, communication.

REQUIRED QUALIFICTIONS AND EXPERIENCE

UNICEF is seeking for a team of consultants that possess both international experience in the area as well as extensive local experience in working with government agencies in Georgia

  • Advanced university degree in social sciences, policy analysis, economics, organisational management or related field;
  • At least 10 years of work experience in public administration, research, including critical analysis, political economic analysis and policy analysis;
  • Experience in analytical capacity development and management in public administration agencies;
  • Ability to work in a team of professionals with various backgrounds;
  • Excellent writing skills in English and Georgian languages;
  • Excellent communication skills;
  • Ability to work within tight deadlines.
  • REQUIREMENTS FOR APPLICATIONS

  • Technical proposal describing the vision of the team of consultants on how to approach the above-mentioned task, with a clear division of roles and activities. The details about activities should indicate work volume in man/days linked to the specific responsible team members (who will do what). The team members must apply individually through the UN recruitment system identifying their other team members in the technical proposal;
  • Cover letter, including a brief background on the educational and professional qualificatins and experiences of the applicants with emphasis on relevant experience in the field of this consultancy;
  • Financial proposal including all fees and other consultancy related costs:
  • An exert from an example of previous publications, reports, or scientific papers personally developed in the related field of this TOR.;
  • CV and relevant references.
  • REMUNERATION

    The consultancy fee will be negotiated between applicants and UNICEF Georgia based on an initial proposal of the applicants and taking into account the applicants level of experience and evaluations of their earlier work.

    Payment will be carried out either as a single payment after successful completion of all deliverables or in several proportional (prorated by man/day volumes) portions to the above deliverables, linked to the quality implementation of the specific deliverable within agreed delivery periods.

    UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if deliverables are incomplete or not submitted at all, or for failure to meet deadlines.
