Introduction

The Danish Refugee Council was founded in Denmark in 1956 and has since grown to become an international humanitarian organization with more than 7,000 staff and 8,000 volunteers. Since 1998, programmes in Georgia are designed through a “protection lens”, ensuring that all activities integrate protection principles. As such, we will continue to work on expanding our knowledge and ensure durable solutions are provided to IDPs, returnees and host communities, and as well as make IDPs, returnees, host communities and persons in a refugee-like situation aware of and actively claim their rights, through legal assistance and awareness raising. The main DRC donors in Georgia in 2019 are the Norwegian Ministry of Foreign Affairs, KfW, GIZ and the European Union.

The programmes mainly focus on the following core sectors of intervention in line with DRC mandate to provide durable solutions to displaced populations of concern:

  • Shelter and small-scale infrastructure (construction and rehabilitations work);
  • Livelihoods (self-reliance, small-business and SME development, work placement etc.);
  • Access to education and community services;
  • Access to rights and basic freedoms/protection (legal aid assistance);
  • Capacity-building and technical assistance to the duty bearers at central and regional level.

Project:Enhancing Youth Education, Employment and Participation in Conflict-affected Areas in Georgia and Ukraine

Donor*:* European Union

Subject:Research Consultancy – to conduct the research on good practices of three EU member states on youth employment, labour market and entrepreneurship

Duration of intervention: 50 working days (April-June2019)

Consultancy fee:Daily Rate should be gross in EUR including all expenses related to the assignment.

Objective

The objective of the research is to identify the best practices of youth entrepreneurship and employment schemes practiced in three EU member countries. The research should cover challenges and lessons learnt in youth employment, labour market and income generation, at both national and local levels. The research findings and recommendations will support respective governments of Georgia and Ukraine in the development of evidence-based youth support programs for employment and entrepreneurship.

Scope of work

Conduct desk research on best European experience on youth employment and entrepreneurship schemes based on experiences of selected three EU countries with patterns that are relevant and applicable for replication in Georgia and Ukraine:

  • Study the relevant instruments, services and programs developed at national or local level
  • Review policies, regulations supporting youth employment and entrepreneurship that might be relevant and applicable to Georgia and Ukraine;
  • Study existing coordination and communication mechanisms between relevant stakeholders, including employment services, educational institutions, civil society organizations and business for the elaboration and implementation of successful youth employment and entrepreneurship schemes;
  • Study the relevance of European youth employment and entrepreneurship schemes of selected EU countries to Georgian and Ukrainian context and elaborate recommendations
    Methodology

The Consultant will be responsible for developing the methodology in order to meet the research objectives. The research is expected to employ the desk review method but does not exclude follow-up interviews with identified stakeholders to obtain required, comprehensive information. Details about the approach and the data collection methods to undertake this task should be included in the bid. The methodology and proposal of the researcher on targeted three EU countries is subject to discussion with DRC.

Required Deliverables

  • Research design–outline of methodology
  • Research report in accordance to the criteria outlined in ToR
  • Final report that should include:
  • Executive summary (max.2 pages)
  • Description of research goals and objectives
  • Description of research methodology and data collection methods
  • Presentation of main findings, challenges and lessons learnt identifies in 3 EU member states
  • Recommendations for Georgia and Ukraine
  • Research summary in PPT format
  • Remote presentation of the research findings at the events communicated by DRC

Final research report should not exceed 25 pages (excluding annexes).

All deliverables to be submitted in English via email to DRC. All deliverables are subject to DRC review and the Consultant will be expected to respond to comments for improvement on all these deliverables.

The Final research report will be the sole property of DRC, which will retain the right to use it for internal and external purposes.

Profile and Required Key Competencies of Candidate:

  • Preferably citizen of the EU member states;
  • An advanced degree in a political or social studies, international development or other related studies
  • At least 5 years of proven experience in researching or working on youth related issues, preferably youth employment and entrepreneurship policies
  • Relevant knowledge of EU, Georgian and Ukrainian context
  • Significant practical experience in report writing and formulation of recommendations
  • Fluent written and spoken English is mandatory
  • Computer literacy
  • Analytical skills
  • Reporting skills

Timeline

Activities and tentative dates for the consultancy work are:

  • Finalization of research methodology Preparation - April 1, 2019
  • Submission of draft report - May 15, 2019
  • Submission of final report - June 21, 2019
