We are currently seeking qualified candidates for the position of Finance and Administration Manager for an anticipated USAID-funded education activity.
Project Description:**
The purpose of this anticipated five-year project is to: 1) expand the innovative learning instruction methods in reading, math, and business (21st century) skills into the national curriculum in all 2400 of Georgia’s primary schools for grades 1-6, including schools in marginalized communities; 2) Strengthen teacher development curricula and teacher induction activities in universities across the country that will result in a highly-qualified cadre of teachers. This project will take place in the Republic of Georgia with an anticipated duration of five years.
Position Description:**
Under the supervision of the Deputy Chief of Party (DCOP), the Manager of Finance and Administration will be responsible for overall financial management of the USAID-funded education project and administration of the contract and will provide management support and oversight in the implementation of program activities. The position will also provide oversight to several key administrative support services to include finance, human resources, information technology, grants management, and procurement. S/he will oversee all aspects of financial management, including financial systems implementation, budgeting, expenditure tracking, and financial reporting and accounting for any subcontractors. He/she will be responsible for mitigating risk, ensuring project operational effectiveness, and overseeing a system of controls over program funds management and procurement. He/she will be responsible for conducting regular financial analyses, maintaining cost control, and maximizing cost effectiveness, including managing and auditing the finance department, providing guidance to staff, and leading financial reporting. This position will be based in the Tbilisi, Georgia.
Job Summary and Responsibilities:
- Manages the budget.
- Manages the activities of the finance, administrative, human resources and procurement staff.
- Reviews and approves recommendations for financial planning and control, providing relevant fiscal information to executive management team.
- Develops and manages internal financial audits.
- Develops formal reporting system to communicate results of audit activities to management and regulatory compliance agencies and provides leadership and technical guidance for compliance.
- Provides oversight with strategic direction, process improvement plans, financial reporting, budgetary planning and procedures, audit reviews and financial controls.
- Approves credit and billing terms for contracts and manages financial systems used for reporting revenue and taxes in compliance with regulatory requirements.
- Develops and implements policies and procedures to ensure compliance and efficiency with government regulations.
- Approves procurement requests and manages financial tools used for reporting program expenditures in compliance with regulatory requirements.
Qualifications:**
- Master’s degree (or foreign equivalent) in Business Administration, Finance, Accounting, or other relevant field, or a bachelor’s or certified accounting degree with 10 years or more of experience required.
- At least 6 years of experience in financial and/or operational management of complex and large-scale international development assistance programs.
- Experience in financial management of USAID-funded projects preferred; Grant and Contract Management experience is a must.
- Extensive experience in developing and managing a donor –funded grants program.
- Demonstrated experience and skills in developing and managing budgets with an annual value of over $10 million.
- Mastery of computer use, including accounting and financial management software, required.
- Demonstrated knowledge, skills, and /or experiences in accounting, financial planning and management, and procurement, among other management support areas/functions, as required.
- Demonstrated supervisory experience.
- Strong interpersonal, analytical, and communications skills required.
- Excellent oral and written communication skills in Georgian required.
- Fluency in English required; additional Russian language proficiency preferred.
