Niger: Coordination and Partnership Director

Position Summary:
Creative is seeking a Coordination and Partnership Director for an anticipated USAID-funded project in Niger. The Coordination and Partnership Director will support the Chief of Party (COP) and Deputy Chief of Party (DCOP) in building and maintaining key relationships at the national, regional and local level with Government of Niger (GON) representatives, international donors, international and local organizations, national and local interlocutors, local and religious community leaders, etc. The Director should be a key interlocutor and advocate for the program. The Director will focus on identifying opportunities for leveraging synergies and amplifying the interventions of the program, including but not limited to: developing strategies and partnerships for layering, integrating and sequencing assistance with humanitarian and development actors in targeted communities, searching for opportunities to leverage other funding sources, including government funds and public private partnerships for community development projects that exceed the scope of small grants fund but fit within its mandate, and championing the program’s communications and outreach strategy for transformational social change. The Director should be a senior level professional with excellent interpersonal, communication and negotiation skills.

Reporting & Supervision
The Coordination and Partnership Director will report to the Chief of Party (COP).

Expected Outcomes

  • Communal authorities and regional representatives of the Nigerien government understand their respective local governance role and responsibilities and engage in more effective intergovernmental communication and collaboration to address community needs.
  • Municipal governments improve their ability to accountably plan, manage and execute budgets, and provide basic services.
  • Citizens and local civil society actors know their rights, are better mobilized, and engage communal governance process, and exercise these rights through institutionalized and ad hoc mechanisms.

Primary Responsibilities
The main responsibilities include but are not limited to the following:

  • Identify and maximize opportunities to raise the visibility and profile of the project;
  • Working closely with program and operations teams, lead the production and dissemination of communications materials documenting lessons learned and best practices to maximize learning across the project;
  • Ensure narratives, photos and videos are captured documenting program success stories;
  • Prepare communication materials, as required, describing project services to beneficiaries to inform the public about the project's accomplishments;
  • Ensure that all procedures, protocols and policies related to branding and marking are in compliance;
  • Contribute to, and when requested lead, project reporting requirements;
  • Ensure coordination with other development actors, including other USAID-funded programs, and support the COP in organizing and conducting coordination meetings;
  • Identify and leverage potential public-private partnerships in support of community development projects beyond the program's funding scope;
  • Represent the project in relevant coordination/partnership meetings and in other forums as required;
  • Develop synergies between the program, partners, and other programs financed by USAID, government authorities, and others working on good governance or resilience efforts in Niger; and
  • Undertake other duties as assigned.

Required Skills & Qualifications:

  • Advanced degree and five (5) years of experience or bachelor’s degree and seven (7) years of experience in democracy and governance programming, civic engagement, or related field;
  • Experience in donor and implementer coordination in humanitarian or development settings;
  • Experience in fragile environment, preferably in Niger;
  • Strong communication and interpersonal skills required;
  • Excellent administrative skills, with demonstrated understanding of USAID and U.S. Government rules and regulations;
  • Strong program and staff management experience;
  • Demonstrated record of success in politically sensitive environments;
  • Capacity to understand and analyze national, regional and local politics;
  • Capacity to support the COP in the design of grants that relate to current political and conflict environment;
  • Exceptional organization skills and ability to work and multi-task under pressure; and
  • Fluency in written and spoken English and French required.
