I - ORGANIZATIONAL CONTEXT
UNHCR is recruiting staff under the United Nations Office for Project Services (UNOPS)
to strengthen its team in Niger. UNOPS is a United Nations agency that provides capacitybuilding
services to the United Nations, Governments and other partners to carry out
project management and other activities. For more information, please visit the website

The Resettlement Expert will work under the direct supervision of the Resettlement Officer
based in Niamey. When on mission, the deployee will report to the relevant head of protection
in each office.
II — DESCRIPTION OF TASKS, RESPONSIBILITIES AND DELIVERABLES WITHIN THE
OVERALL PROTECTION STRATEGY

Include specific terms of the assignment. A menu of possible examples is provided below (select only as
relevant, be realistic and revise appropriately)
• List the specific responsibilities of the Deployee (RRFs, BIAs/BIDs, registration, RSD, etc. as
indicted above in the opening section), including intended outcomes such as specific numerical
targets in the case of any individual case processing activities.
• Describe any additional responsibilities of the Deployee (e.g., training, supervision of casework,
administration)
• Describe the specific expectations for any capacity development activities (e.g., training,
mentoring, drafting Standard Operating Procedures, building systems, file review and feedback)
If it is for RESETTLEMENT, please provide also the following information
• List resettlement submission targets for number or refugees/ cases to be processed for
resettlement.
The 2019 resettlement target is 2253

• Name the three resettlement countries to which the country operation submits the largest number
of refugees for resettlement.
France, Sweden and Canada.
• ETM cases eligible for refugee status are systematically assessed for resettlement while
identification of Niger cases in need of resettlement goes through referrals from Community
services and Protection staff as well as partner organizations due to the limited resettlement pledges
allocated to Malian or Nigerian refugees by resettlement countries. As such, profiling interviews
are mainly conducted on the basis of special needs recorded in ProGres. .
• Please indicate whether the Resettlement Deployee will participate in the identification of cases for
resettlement.
The deployee will be involved in identification of potential resettlement cases, including through
participation in panels and by delivering training to colleagues and partners as necessary.
• Please indicate whether the Resettlement Deployee will need to conduct Best Interest
Determination/Best Interest Assessment interviews. What is the name of your child protection focal
point or partner responsible for BIDS/BIAs activities in your operation?
The deployee will not be involved in BID interviews; however, will refer cases in need of BID to
the Child Protection Unit.
Under the supervision and guidance of the Resettlement Officer, the deployee will be responsible
for the following:
• Prepare Resettlement Registration Forms (RRFs) for onward referral to the Regional Resettlement
Unit of RRWA Dakar. Under normal processing circumstances the expected output is 8 to 10 cases
per week. These targets may be adjusted, depending on the operational context (resettlement quota,
RRF template used, other operational priorities, etc.). In situations where the work consists mainly
of responding to clarification requests of cases which are in the pipeline, the output expected will
be approximately 12 cases per week; however this output will depend on the number of cases to be
clarified;
• Participate in the review of profiled cases, if requested. Resettlement cases have been identified
through the Durable Solutions profiling undertaken by UNHCR Protection Staff engaged in the
identification of cases and the Resettlement Expert may be requested to participate in the review of
profiled cases;
• Ensure that relevant supporting documentation, such as refugee ID/certificates,
birth/death/marriage/divorce certificates, resettlement consent forms, Medical Assessment Forms
(MAFs), psychological assessments, BID/BIA reports, and unofficial English translations where
required, are included in the referral and correspond to the UNHCR policy and guidelines;
• Conduct and prepare BIAs for children submitted for resettlement with only one biological parent.
BIDs will not be carried out by the Resettlement Expert. Child Protection activities are carried out
by the child Protection Unit;
• Prioritize resettlement referrals according to the criteria set out in the UNHCR Resettlement
Handbook;
• Respond to clarifications and queries by the Resettlement Officer based in Niamey and by the
Regional Resettlement Unit in Dakar on the referred and clarified cases;
• Throughout the above process, ensure that all required information is complete, credible and
consistent, that the refugees qualify for resettlement, and that the standards set forth in the UNHCR
Resettlement Handbook are met, including application of resettlement criteria for all countries;
• Assist with the continued sensitisation and counselling of refugees in the pipeline for resettlement and of the general refugee population to manage unrealistic expectations towards resettlement;

• Where necessary, provide individual counselling sessions to prepare refugees concerned with outprocessing
for resettlement;
• Identify, prevent and report fraud in the resettlement and registration process;
• Ensure smooth information flow between the BO Niamey and the RRU Dakar throughout the
resettlement process;
• Participate in any support missions in other field locations as per BO Niamey's requests;
• Ensure that the internal records (physical or electronic files as well as proGres data base) are
updated
• Perform any other resettlement activities as requested by the Resettlement Officer and the Senior
Protection Officer based in Niamey.


How to apply:

III — QUALIFICATIONS AND SKILLS REQUIRED
Qualifications, skills, expertise in a particular field (education / knowledge/ experience, demonstrated
skills)

  • University degree in relevant area (e.g. international law/refugee law, political science, social
    science etc.);
  • Minimum of two years' work experience in relevant field (e.g. assisting refugees in a resettlement
    context, case advocacy, assisting with family reunification, identifying resettlement needs etc.);
  • Knowledge of and/or preparedness to become familiar with and abide by UNHCR's principles,
    code of conduct and humanitarian goals;
  • Knowledge of the international legal framework governing refugees, asylum seekers, internally
    displaced persons and statelessness;

  • Knowledge of UNHCR guidelines on refugee status determination / resettlement;

  • Excellent interviewing and counselling skills as demonstrated in previous assignments;

  • Ability to interview refugees using an interpreter who will speak French and/or English;

  • Excellent drafting and written skills in English, very strong attention to detail, very strong
    analytical skills, as demonstrated in previous assignments;

  • Awareness of gender issues and how to apply rights and community-based approach to identify and
    respond to specific needs;

  • Awareness of UNHCR mandate, the importance of preventing fraud and ways to mitigate risks;

  • Ability to assess and to identify protection risks of individuals and groups, and family

reunification needs;

  • Strong interpersonal skills and ability to work effectively in a team;
  • Skills and knowledge on child protection would be an asset;
  • Ability to work effectively in stressful situations and in hardship locations;
  • Experience giving advice on resettlement guidelines and policy is desirable.
    Particular other skills needed to fulfil the assignment (experience / demonstrable skills):
  • Strong interpersonal skills and ability to work effectively in teams;
  • Excellent drafting and analytical skills;
  • Ability to work in stressful situations and in hardship locations.
  • Experience in conducting interviews with UAM
  • Experience in conducting interviews with survivors of violence and torture

  • Experience in conducting interviews with refugees suffering trauma
    Any reservations or exclusions:
    Candidates without knowledge and expertise in refugee law (RSD) and/or international human rights law.
    Candidates without developed interviewing skills
    Languages required, spoken and/or written, and level of fluency

  • English: Advanced proficiency in written and spoken English is essential.

  • Interviews will be conducted with interpreters who speak French, English, Tigrinya Somali and
    Arabic.
