Georgia: Performance management system expert

Chemonics seeks a performance management system expert for the Georgia Human and Institutional Capacity Development 2020 (HICD 2020) activity, implemented by Chemonics and ME&A. HICD 2020 will assist the Georgian National Communications Commission (GNCC) with enhancing its performance management system, which will promote high-quality, diverse, and innovative telecommunications services for consumers and help establish a transparent regulatory environment. The system will critically enable GNCC to improve its organizational effectiveness and efficiency and, in turn, facilitate the attainment of individual and corporate goals. Responsibilities include:

• Assess the needs of GNCC’s performance management system by identifying and clarifying the system’s objectives and components through meetings with GNCC’s leadership and other relevant staff
• Perform a desk review of the performance management system’s relevant documents and legislation, and conduct additional research or interviews as necessary
• Develop a detailed performance management system methodology, ideally based on the Management by Objectives approach, that addresses the following subjects:
  • Performance planning (setting employee goals and expectations)
  • Employee appraisal and performance measurement
  • Tools, techniques, and recommendations on how to continuously improve employee performance
  • Performance-based rewards and a remuneration system
  • An employee motivation system
  • Guidelines and components for designing personal development plans
  • Training and development plans
  • Performance monitoring
• Train GNCC’s mid-level and senior managers on the application of the performance management system methodology, including on setting performance appraisal goals, providing feedback to employees, carrying out employee appraisal, etc.
• Based on knowledge of the field and the preliminary desk research and interviews, modify the performance management system’s components to align with GNCC’s performance management system needs

Qualifications:

• Extensive experience designing performance management systems
• Broad knowledge of international best practices in performance management and appraisals as well as in the application of the various performance measurement tools, methods, and methodologies
• Knowledge of and experience in the region, particularly in Georgia, preferred
• Familiarity with relevant Georgian legislation preferred
• Experience working with relevant public sector institutions and developing public sector managers’ performance management capacity
• Demonstrated leadership, versatility, and integrity
• Fluency in English required
