POSITION TITLE: Monitoring, Evaluation, and Learning (MEL)/GIS Specialist
LOCATION: Ouagadougou, Burkina Faso & Niamey, Niger
STATUS: Full Time
REPORTS TO: Burkina Faso Country Director / Strategic Planning and Partnerships Advisor
POSITION SUMMARY:
Winrock International (WI) is currently recruiting for the position of two (2) full-time MEL/GIS Specialist in its Ouagadougou and Niamey project offices to support the five-year, USAID-funded Resilience in the Sahel Enhanced (RISE II) Water Security and Resilience Activity (WSR). This Activity is meant to enhance social and ecological risk management systems so that 'Chronically vulnerable populations in Burkina Faso and Niger effectively manage shocks and stresses and pursue sustainable pathways out of poverty.' This will be achieved through three components:
Improved water security
Enhanced sustainable productive land use
Improved management of shocks, risks, and stresses.
Position is contingent upon receipt of donor funding.

ESSENTIAL RESPONSIBILITIES
The MEL/GIS Specialist is responsible for leading and implementing all project MEL activities. Specific responsibilities include but are not limited to:
- Provide overall oversight of monitoring, evaluation, and learning systems to support a large USAID-funded project
- Lead the collaborating, learning, and adapting (CLA) approach including facilitating learning events, documenting lessons learned, and adapting approaches for improved effectiveness
- Develop processes, tools, and templates to facilitate collection of high quality data aligning with USAID’s data quality criteria
- Train and manage MEL and technical staff to collect, enter, and verify M&E data in an accurate and timely fashion
- Conduct internal data quality checks and verification to ensure high data quality
- Conduct data analysis and report results to project management to inform project implementation
- Manage the baseline and other assessments including selection and management of external contractors
- Monitor data for results, impact and learning opportunities, and evaluate the results and impact of the program
- Prepare MEL inputs for regular reports and provide data upon request for USAID and project management
- Design and conduct spatial analysis to support M&E indicator reporting, including providing geo-located data and spatial products on applicable project indicators;
- Prepare customized GIS databases and create maps for WSR field staff and institutional partners;
- Other duties as assigned.
Qualifications:
- Minimum of Msc. in any relevant field (or equivalent with additional professional experience).
- Minimum five years of professional experience in monitoring, evaluation, and learning.
- Strong skills in data collection, analysis and management.
- Demonstrated experience in the application of spatial analysis to land use, land use change, or land planning is must.
- Demonstrated success managing and entering data into complex databases.
- Experience working with communities, government entities, and NGOs.
- USAID experience.
- Experience with DevResults system highly desired
- Experience in the water security, land management, resiliency or emergency response sectors is a plus.
- Fluency in written and oral English and French is required.
